What are the responsibilities and job description for the ACA Health Insurance Navigator position at Health Council of South Florida, Inc.?
Summary of Work:
The ACA Health Insurance Navigator will educate and assist consumers with application and enrollment into health plans through the Federally Facilitated Health Insurance Marketplace. The Navigator will also assist consumers with applications for Florida Medicaid, Food Stamps, and Temporary Cash Assistance (TCA). The Navigator will play an essential role in providing outreach, education, and improving community knowledge on health insurance options as well as connections to social service programs.
This position will attend community events, health fairs, partner meetings and other community engagement activities to actively seek consumers in need of assistance. The Navigator will collaborate with consumers in-person, virtually, and telephonically as needed to accommodate the consumer.
During the ACA Open Enrollment Period -- Must be available to work weekdays, evenings, and weekends as needed, from November 1st - January 15th.
**Work activities for this position are based in Monroe County.**
Reporting Relationship:
The Navigator will function under the direction and supervision of the Director of Operations.
Core Duties & Responsibilities:
- Conduct public education activities to raise awareness about coverage options available under Health Insurance Marketplace, Florida Medicaid, CHIP, Food Stamps, and other social service programs or other options, as necessary.
- Assist individuals to understand, apply for, and access affordable insurance options via the Health Insurance Marketplace.
- Provide information and assistance in a fair, accurate, and impartial manner.
- Provide information and assistance in a manner that is culturally and linguistically appropriate to diverse communities and accessible to individuals with disabilities.
- Perform community outreach activities such as tabling, canvassing, phone calls, and other engagement strategies.
- Refer consumers to community resources in Miami-Dade/Monroe County, as needed.
- Abide by all federal rules and regulations, including the Health Insurance Portability and Accountability Act (HIPAA).
- Collaborate with other partners in Miami-Dade/Monroe County (e.g., health centers and providers) to ensure that outreach and enrollment assistance activities are coordinated with other local, regional, and/or state-wide outreach and enrollment assistance efforts.
- Track and report contact with consumers, including enrollment data (i.e., number of applications started, number of completed applications, number of individuals enrolled, etc.)
- Maintain expertise in federal and State of Florida rules and regulations related to the Affordable Care Act and the Health Insurance Marketplace.
- Conduct statutory and regulatory duties including maintaining expertise in eligibility, enrollment, and program specifications including that of Florida Medicaid and CHIP (Children’s Health Insurance Program) in addition to the Federal Health Insurance Marketplace.
- Attend meetings, trainings, and conferences as appropriate to ensure skills and knowledge remain current.
Knowledge, Skills, and Abilities:
- High School Diploma, with at least four years of experience in community relations or human services and/or bachelor’s degree with Experience in Social work, or human services. Work experience must include direct customer contact.
- Previous work experience with benefit programs in a human service or health insurance setting is preferred.
- Must obtain ACA Navigator certification within the first 7 days of employment.
- Must be able to obtain Florida Navigator licensure through the Department of Financial Services.
- Strong communication skills, both verbally and written.
- Bilingual highly preferred, but not required.
- Technology savvy.
- Strong interpersonal and customer service skills.
- Experience in working with diverse groups.
- Must be willing to drive to identified sites with Miami-Dade/Monroe County.
- Evening and Weekend Hours as needed.
Other Requirements:
- Valid State of Florida Driver’s License with appropriate insurance coverage. Ability to travel within the assigned County, as needed.
- Physical demands are minimal for this position, and include sitting, standing, walking reaching, light-lifting (less than 25 lbs.) and any other office situation. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
