Duties Description Under the general direction of the Deputy Commissioner of the Office of Health Care Delivery, the Health Program Director 3 will function as the Deputy Director of the Office of Primary Care and Health Systems Management (OPCHSM). The Deputy Director is responsible for managing four Centers within the OPCSHM including: Administrative Managements Service Group, Center for Planning, Licensure, and Finance, Center for Health Care Provider Services and Oversight, Center for Healthcare Policy and Resource Development, and the Center for Strategic Health Initiatives.The incumbent’s responsibilities will include: Responsibility for the licensing and regulatory oversight of health care facilities and certain health care providers. Formulation and administration of policies that ensure accessible, high-quality, and affordable health care throughout New York State. Surveillance and oversight of licensed health care facilities and providers, to ensure provider compliance with federal and state rules and regulations including hospitals, diagnostic and treatment centers, funeral homes as well as oversight of the Bureau of Emergency Medical Services. Participating in the planning, development, and implementation of appropriate, cost-effective, strategically located health care facilities and systems and overseeing multiple funding programs including the Transformation Grants that allocate funding in support of the healthcare delivery system. Ensuring the office's daily and long-term operations are effectively working toward the Departments goals to protect and promote health and well-being for all New Yorkers, building on a foundation of health equity.Leading OPCHSM’s hiring strategy and position prioritization Including reviewing and preparing requests and creative recruitment strategies for new positions, reclassifications, and hiring target increases.Providing administrative leadership as OPCHSM Executive Reviewer for all OPCHSM contracts, vendor responsibility forms, memorandums of understanding, travel, fiscal expenditures, and Internal Controls.Overseeing the development of State budget recommendations, State of the State proposals, budget briefings and ongoing fiscal management.Identifying and implementing innovative models to grow the health care workforce. Oversight of the development and implementation of OPCHSM’s regulatory review and modernization efforts.Coordination of OPCHSM’s emergency preparedness activities.Development of programmatic and operational goals and objectives.Evaluation of program performance, accomplishments, and effectiveness.And provide programmatic advice, data and expertise to Executive Staff.
The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor’s Degree and ten years of experience in the management of a health care program, including at least five years managing a major statewide or regional health care regulatory program with responsibility for regulatory activities, standards development, or investigations of patient complaints against facilities or health care providers.*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Preferred qualifications: Clinical experience working in a hospital or healthcare facility; strong administrative background; experience in the formulation, implementation, and/or evaluation of program policies related to health care delivery and patient safety; experience with governmental regulatory, oversight, or investigative programs; experience in leading teams of professional and support staff; familiarity with New York State government policies and programs; experience working within the NYS Executive branch of government; excellent verbal and written communication skills; skilled in review and editing of documents for both internal communications and public viewing; ability to multi-task in a fast-paced environment; and experience supervising and supporting a leadership team.
