Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 4, G-29 or M-3; OR current NYS or DOH employee with one year of permanent or contingent-permanent service in a G-27 or M-2 or higher title, deemed eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

Preferred Qualifications:
  • Ten or more years of experience with Medicaid claims processing and/or data analytics;
  • Seven or more years of experience in business relations management, including the solicitation of requirements from stakeholders, serving as their advocate, and appropriately managing their expectations to determine proper prioritization levels and maintain operational tempo;
  • Seven or more years of experience in vendor oversight, including the monitoring of operational costs and the management of a project portfolio;
  • Seven or more years of experience in supervising diverse multi-disciplinary project teams, including primary and secondary tiers comprised of a combination of State and contract resources;
  • Seven or more years of experience developing and/or responding to audit recommendations, especially those pertaining to the adjudication of Medicaid claims;
  • Five or more years of experience researching and responding to litigation requests;
  • Five or more years of experience developing and monitoring program budgets, including detailed review of both operational and project-based invoices, to ensure services are rendered within contractually-obligated parameters;
  • Five or more years of experience with development and interpretation of policies and regulations with direct impact to data integrity and confidentiality; and
  • Strong interpersonal and organizational skills complemented by excellent independent decision-making, writing and editing, and critical thinking capacities.

Duties Description
The incumbent to this position will serve as the Deputy Bureau Director and of the Medicaid Data Warehouse (MDW). Situated within the Office of Health Insurance Programs (OHIP), Division of Operations and Systems (DOS), the MDW serves as the data analytics and reporting clearinghouse for all adjudicated Medicaid claims processing for the New York State Medicaid Program. Reporting to the Bureau Director, the incumbent will be responsible for oversight of all day-to-day operations within the organization.

Responsibilities of the incumbent will include:

  • Supervision of project managers, business analysts, and support staff;
  • Forging of partnerships with colleagues across DOS, OHIP, and the Department in the preparation and support of significant State and Federal auditing activities performed by a wide array of oversight entities;
  • Collaboration with the Division’s Bureau of Security and Privacy to develop and implement Data Use Agreements necessary for outside entities to obtain and utilize MDW data sets;
  • Participation in all regularly-schedule project portfolio governance and review meetings;
  • Regular review of all invoices to ensure compliance with project deliverables;
  • Collaboration with internal and external security entities to ensure support for, evolution of, and compliance with, all security policies, protocols and procedures to safeguard critical data;
  • Identification and remediation of programmatic and procedural deficiencies;
  • Work with the Change Control Board and ePMO to ensure all projects/infrastructure changes are reviewed for impact, documented, and approved by the relevant business stakeholder. Perform final approval for change request deployments;
  • Oversee preparation of the MDW operational budget;
  • Continually develop and advance MDW internal controls, up to and including preparation of the MDW’s annual internal controls report;
  • Assist in the preparation of Advanced Planning Documents;
  • Ensure that all operational activities comply with established security and confidentiality policies and procedures;
  • Serving as a delegate of the Bureau Director in his absence; and
  • Other duties as assigned.
