Join our team as a Program Manager of Behavioral Health at Health Plan of San Mateo (HPSM), where you'll lead the development, implementation, and evaluation of behavioral health programs designed to improve accessibility, quality, and integration of care. Reporting to the Director of Behavioral Health, you’ll play a critical role in managing relationships with providers and vendors, ensuring that behavioral health initiatives align with HPSM’s mission and goals. Key Responsibilities
Lead multi-year planning and goal-setting for the Health Equity unit, proactively collaborating with departments and stakeholders to develop solutions and achieve objectives.
Plan, implement, and evaluate behavioral health programs, driving continuous improvement to meet organizational and departmental objectives.
Facilitate program prioritization and guide decision-making in alignment with HPSM’s strategic goals.
Design and launch new interventions for behavioral health needs and oversee their successful implementation.
Build and maintain relationships with internal teams, vendors, and community partners to support program success and drive innovation.
Create and monitor program evaluations using quality improvement methodologies, gathering data and feedback to recommend program enhancements.
Track progress toward program goals, develop KPIs, and maintain dashboards to communicate updates and outcomes to key stakeholders.
Conduct research to stay informed about trends, best practices, and regulatory requirements in behavioral health, using insights to recommend improvements.
Facilitate cross-departmental meetings and represent the Behavioral Health Department in organizational initiatives and workgroups.
Serve as a subject matter expert on behavioral health program operations, regulations, and financial arrangements; train and inform others as needed.
Maintain up-to-date program documentation, including policies, procedures, and reports for compliance with regulatory standards such as NCQA and other accrediting bodies.
Manage program dashboards, write reports, and perform administrative tasks to support departmental success.
Requirements

Education & Experience:
Bachelor’s degree in healthcare, public policy, or a related field required; MBA, MPH, or MPP preferred.
At least three (3) years of program management experience; one (1) year of quality and process improvement experience preferred.
Experience in healthcare or Medicaid managed care settings strongly preferred.
Skills & Knowledge:
Expertise in project and program management methodologies.
Understanding of behavioral health services and public healthcare policy.
Familiarity with quality and process improvement tools and change management techniques.
Proficiency in data analysis, synthesis, and evaluation methods.
Knowledge of regulatory requirements relevant to behavioral health programs.
