The Healthcare Association of New York State (HANYS) is seeking a Director, State Fiscal Policy within its Economics, Finance and Informatics (EFI) division. Reporting to the Vice President, Fiscal Policy, this position will direct research and analysis to develop policy positions, action plans, and support execution of advocacy for rational Medicaid reimbursement and related policies for HANYS members

This position will be based at our office in Rensselaer, NY with a hybrid work environment considered within New York State. The salary range is between $95,000 and $110,000 annually. Payrate offered will be based on the successful candidate’s relevant experience, knowledge, skills, and abilities and in consideration of internal equity.

Key responsibilities include but are not limited to:

  • Proactively anticipates and identifies key changes/issues in Medicaid reimbursement and related policies (legislative/regulatory/other) and initiates research and analysis to identify fiscal and policy implications for HANYS’ members, develop solutions, and lead/support advocacy.
  • Coordinates research and analysis with divisional staff, HANYS’ executive team, and other HANYS divisions (policy and business) to foster creative problem solving and collaboration, ensure the effective use of resources, and maintain open communication across the organization.
  • Leads communication (written and verbal) of implications, insights, and/or HANYS’ position on changes to Medicaid reimbursement and related policies to HANYS’ staff, HANYS’ members, other trade groups, NYS legislative representatives/staff, NYS DOH, CMS, and other government entities.
  • Leads HANYS’ consultation/advisement of DOH and its contractors on the development and implementation of Medicaid payment rates and legislative/regulatory fiscal-related policies.
  • Develops, fosters, and maintains effective contacts with other trade groups, NYS DOH, CMS and other government entities, and relevant consulting firms.
  • Maintains and advances core set of technical analytic skills to perform and oversee analysis of Medicaid fiscal policy issues and the visualization of information, data, and analysis results in an aesthetic manner to discover new insights and to communicate complex information to internal/external stakeholders.
  • Maintains and advances core knowledge base of provider operational issues including billing practices, budgeting practices, audits, cost reporting processes, contracting arrangement trends, etc., through regular communication with HANYS’ members, HFMA events, and other forums to support understanding of the implications of various Medicaid reimbursement and related policy changes on HANYS members.
  • Provides exceptional customer service to HANYS members, HANYS staff, and other partners.
  • Shares, on an ongoing basis, analytic and research insights and output, technical analytic skills and insights, and knowledge or provider operations, etc., within EFI team to foster divisional growth.

Qualifications:

  • A bachelor’s degree in a related field required, graduate degree preferred. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.
  • 7 -10 years of experience in hospital administration, health policy, and advocacy required.
  • Demonstrated analytical skill and ability to think strategically required.
  • Experience in communicating analytical results to internal/external stakeholders required.
  • Strong analytic, problem-solving, and math skills required.
  • Must be an effective speaker and high level of interpersonal skills.
  • Highly motivated self-starter with ability to multi-task.
  • Proficiency in Microsoft Office Suite is required; experience with Alteryx and Tableau is helpful.
  • Occasional travel.

Salary : $95,000 - $110,000
