Position Overview: Healthcare for the Homeless - Houston (HHH) is seeking an experienced, visionary, and strategic Chief Financial Officer (CFO) to lead the financial operations of our organization, a Federally Qualified Health Center (FQHC) dedicated to providing comprehensive healthcare to Houston’s homeless population. The CFO will serve as a key member of the executive team, responsible for overseeing the financial health of HHH, ensuring financial stability, compliance with regulations, and effective stewardship of resources. This role requires expertise in healthcare finance, particularly within the FQHC model, and a deep commitment to advancing HHH's mission to provide high-quality, compassionate care to individuals experiencing homelessness.

Key Responsibilities:

1. Financial Leadership and Strategy:

  • Lead the financial management of HHH, ensuring sustainable financial health while advancing the organization’s mission.
  • Collaborate with the CEO and senior leadership to develop and execute HHH’s long-term financial strategy, in alignment with organizational goals and strategic plan.
  • Oversee budgeting, financial forecasting, and financial planning to ensure that HHH operates within budget and maintains adequate cash flow for ongoing operations.
  • Provide strategic financial insights and recommendations to the CEO and Board of Directors, supporting informed decision-making and organizational growth.


2. Financial Reporting and Compliance:

  • Ensure timely preparation and accuracy of monthly, quarterly, and annual financial statements, including balance sheets, profit and loss reports, and cash flow statements.
  • Maintain strict compliance with all applicable federal, state, and local regulations, particularly those specific to FQHCs and healthcare services for underserved populations.
  • Oversee the preparation and submission of all required reports to funding agencies, including federal and state health agencies, foundations, and other stakeholders.
  • Coordinate external audits and manage relationships with auditors to ensure compliance and transparency in financial operations.


3. Revenue Cycle and Cost Management:

  • Work closely with the Director of Clinical Operations to oversee the revenue cycle process, optimizing billing, coding, reimbursements, and collections to maximize revenue while ensuring compliance with healthcare laws and regulations.
  • Continuously assess cost structures and implement cost-saving initiatives while maintaining quality of care for our patients.
  • Work closely with clinical and operations teams to identify financial performance trends and implement improvements.


4. Financial Reporting to Stakeholders:

  • Regularly present detailed financial reports to the Board of Directors, funding agencies, and other key stakeholders.
  • Prepare analysis and reports on financial trends, performance, and opportunities for optimization.
  • Present monthly financial statements to the Finance Committee.
  • Lead the preparation and tracking of grant-related financials, ensuring compliance with grant requirements and timely submission of reports.


5. Team Leadership and Development:

  • Lead, mentor, and develop the finance team, fostering a culture of teamwork, professional development, and high performance.
  • Build and maintain strong relationships with internal and external stakeholders, including staff, community partners, funders, and government agencies.
  • Ensure effective communication and collaboration across departments to achieve organizational goals and ensure financial alignment.


Qualifications:

 

Education: Bachelor’s degree in Finance, Accounting, Business Administration, or a related field required; Master’s degree in Finance, Healthcare Administration, or related field preferred.

 

Certifications: CPA, CFA, or similar certification preferred.

 

Experience:

  • At least 7-10 years of progressive financial management experience, with a strong background in healthcare finance, particularly within a Federally Qualified Health Center (FQHC) or nonprofit healthcare setting.
  • Extensive experience in budgeting, financial forecasting, financial reporting, and ensuring compliance with healthcare regulations, including FQHC-specific requirements.
  • Knowledge of revenue cycle management, including billing, coding, Medicaid, Medicare, and third-party payer systems.
  • Strong understanding of grant management and federal funding requirements for healthcare organizations.
  • Experience in managing and leading a finance team in a mission-driven environment, with a commitment to building a positive organizational culture.

Strong leadership, analytical, and strategic thinking skills.

Excellent verbal and written communication skills, with the ability to engage and inform both financial and non-financial stakeholders.

High level of integrity and commitment to transparency, accountability, and ethical financial management.

Proficiency with financial software and ERP systems (e.g., MIP, or similar).

Ability to manage multiple priorities, work effectively in a fast-paced environment, and meet deadlines.


Working Conditions:

Full-time position (1.0 FTE)

Primarily in-person with some flexibility for remote work

Occasional evening or weekend hours may be required

Occasional travel for meetings and professional development
