Job Description:
As a Proposal Writer at Heartland Consulting, candidates will be an integral part of our growth strategy. The role will involve meticulously crafting responses to Market Research, Sources Sought Notices (SSN), Requests for Information (RFI), Request for Proposals (RFPs), Request for Quotations (RFQs), and other government solicitations. You will collaborate with Heartland's integrated Business Development (BD) Department inclusive of Subject Matter Experts (SMEs), Project Managers, and Executives to articulate our capabilities, strengths, and solutions effectively. Your work will directly impact our ability to secure government contracts and contribute to our growth as an organization.
Key Responsibilities:
- Proposal Development: Must be able to work independently but also know how to collaborate closely with cross-functional teams, including Senior Proposal Managers, SMEs, Design Team/Graphics Specialist, and the Executive Team, to understand project requirements and develop comprehensive proposals tailored to meet the unique needs of Heartland Consulting's clients and prospects. Must be able to communicate professionally and coordinate with industry partners. Facilitate review cycles and assist in the production of all proposal deliverables.
- Content Creation: Research, write, edit, and format proposal content with precision and clarity. Ensure that proposals convey the company's capabilities, solutions, strengths, value proposition, and expertise effectively. Proficiently use Microsoft 365 applications (Work, Excel, PowerPoint, etc.) and navigate internal platforms (SharePoint / Teams) leveraging dashboards, libraries, and available resources.
- Visual Elements: Help conceive and contribute to production elements (photos, graphics, videos, oral presentations, animation, title) for proposal & response sections. Coordinate with BD team, digital team and/or graphics specialists to ensure a continuity of brand, look and messaging.
- Pricing Strategies: Perform market research and coordinate with Executives and industry partners to facilitate pricing strategies. Collaborate with Pricing Manager to develop and articulate competitive price volumes. Manage timelines effectively to ensure completion of pricing and alignment with project scope and requirements.
- Engagement: Build relationships and collaborations with BD and industry partners to implement successful proposal workflows. Raise awareness of process improvements to enhance quality and productivity in a high operating tempo environment. Identify gaps and weaknesses to improve collaboration and outputs.
- Compliance: Maintain an understanding of government regulations, industry standards, and agency-specific requirements. Ensure that all proposals meet compliance standards while conveying our capabilities.
- Time Management: Independently manage the development process from inception to delivery and completion while managing schedules and ensuring autonomous, on-time submission of all business development and proposal deliverables.
Qualifications:
- Bachelor's degree in a related field (English, Business Administration, Communications, Marketing, Public Administration or Public Policy).
- Exceptional written and verbal communication skills and ability to read, write and speak English fluently.
- Strong research and analytical abilities to grasp complex business development and project requirements.
- Ability to meet demanding timelines and operate in a high-volume and multifaceted environment with poise and tenacity.
- Exceptional organizational skills and an ability to handle multiple projects simultaneously.
- A proven ability to work effectively independently and with cross-functional teams.
- Preferred knowledge of government procurement processes, regulations, and proposal writing best practices.
