Place of Performance
HYBRID / REMOTE : the primary place of performance is at the Bureau of Indian Affairs branch office in Albuquerque, NM; however, except for site visits, the majority of the work may be performed virtually.
Responsibilities :
The Realty Specialist responsible for all functional areas of Federal lease administration and management, including Federal acquisition planning, Government leased space planning, contractual data and documentation collection, file management, customer service, and reporting.
The Realty Specialist must have recent experience in :
- Processing GSA Occupancy Agreements (OAs), including facilitating communications with various offices regarding timeframes for data submissions and updated space requirements. Other OA-related duties include data entry and keeping the RPL Branch Chief and Sr. Realty Specialists informed of upcoming OA-related deadlines
- Preparing non-lease space agreements involving offices and programs, such as revocable licenses and facility use agreements. The contractor will work with the RPL Branch Chief to develop IA procedures for non-lease space agreements and to communicate those processes to the IA organization
- Assisting in the development of acquisition plans, with consideration for promoting full and open competition
- Preparing justifications for other than full and open competition
- Estimating project costs
- Identifying funding issues, such as ascertaining customer funding
- Recommending the acquisition approach
- Preparing schedules and milestone plans
- Obtaining all of the necessary approvals for the acquisition plan
- Completing market research to determine items such as surrounding land use, competition in the marketplace, barriers to competition, local planning and zoning regulations, parking restrictions and economic factors affecting the market
- Developing public notices through newspapers, public hearings and formal meetings
- Conducting market surveys to identify potential locations capable of meeting the space
- requirement for the Government
- Completing all required reviews, obtaining customer concurrence, and sending the lease proposal package to all prospective offerors identified during acquisition phase
- Receiving and reviewing lease proposal packages
- Analyzing individual offers for responsiveness, completeness and technical compliance
- Determining the financial capability and responsibility of the offeror through references of local banks, financial statements, and other means
- Reviewing and approving appraisals to verify that the negotiated lease considerations are
- commensurate with market value
- Recommending the acceptance of the proposal
- Preparing final lease documentation and obtaining all of the necessary clearances prior to award
- Ensuring adherence to construction schedule and verifying specific stages of completion to ensure that the space satisfies the general and special requirements of the project
- Participating in the negotiation of the terms of the final settlement agreement with the lessor when vacating the space
