What are the responsibilities and job description for the Fiscal/HR Specialist position at Heartland Head Start?
Position Overview:
The Fiscal and HR role plays a critical role in ensuring that Heartland Head Start Accounts Receivable, Payroll, and HR Functions comply with Generally Accepted Accounting Principles (GAAP) and Board-approved HR policies. This position assists the Fiscal Officer in all aspects of the company’s fiscal and human resources practice, including accounts receivable, payroll, and HR functions, and various activities to identify potential operational, financial, or compliance risks.
Essential Functions:
- Utilize accounting software to process payroll, including reviewing and entering timesheets, overseeing benefit time calculation, transmission of direct deposit file, and distribution of payroll.
- Coordinate efforts between payroll, human resources, budget, and other departments to ensure proper flow and maintenance of employee data.
- Prepare and process biweekly federal and state tax payments. Prepare quarterly and annual tax returns and related documents.
- Generate invoices for payroll-related costs, insurances, weekly & yearly invoice reports, and other miscellaneous reports as needed.
- Stay current on wage and hour laws and ensure payroll procedures meet all guidelines and federal and state requirements.
- Process accounts receivables using accounting software to maintain accounting ledger by verifying and posting accounts transactions, monthly statements, and related transactions.
- Conduct research, assemble and analyze data to prepare reports and documents.
- Post payments by recording cash, checks, and credit card transactions.
- Assist with other functions as directed by the Fiscal Officer.
- Assist in carrying out various human resources programs and procedures for all company employees.
- Assist in administration of compensation program; help monitor performance appraisal process.
- Participate in benefits administration to include new enrollments, changes, and terminations.
- Participate in the recruitment effort for exempt and non-exempt personnel; help process applicant paperwork; assist with background and medical screenings; conduct reference checks.
- Assist with new employee paperwork, new hire orientation, and staff training.
- Maintain Human Resource Information System (Abila and Child Plus) records and compile reports from the database as requested.
- Maintain personnel records in an organized manner; file paperwork as needed.
- Assist with various projects and tasks, as requested.
- Maintain staff training files. Ensure the sign-in sheets are complete and filed appropriately.
- Other duties as assigned
Knowledge, Skills, and Abilities (Competencies):
- Proficient computer skills and in-depth knowledge of Microsoft Office suite, specifically Word and Excel.
- Knowledge of and ability to use computerized accounting software.
- Ability to perform intermediate to advanced math (e.g., data analysis, statistics, and number manipulation).
- Knowledge of standard office administrative practices and procedures.
- Strong organizational skills and attention to detail.
- Excellent interpersonal and communication skills.
Work Environment & Physical Demands:
- Regularly required to read, write, talk, hear, and communicate effectively with staff, clients, and others in person, by telephone, and in writing.
- Frequently required to sit and occasionally stand, walk, use hands to type, write, or handle objects, and reach with hands and arms.
- Ability to lift up to 25 pounds and perform tasks requiring manual dexterity.
- Close vision and depth perception, hand and eye coordination, and manual dexterity necessary to operate a computer keyboard, calculator, stapler, and basic office equipment.
Minimum Education & Experience:
- Associate’s degree in accounting or business; bachelor’s degree preferred.
- Minimum of four years’ experience working with payroll, tax returns, and W-2 preparation.
- Minimum of three years’ experience processing payroll tax returns.
- Knowledge of state and federal labor laws (e.g., wage and hour rules).
Preferred Education & Experience (if applicable):
- Bachelor’s degree in accounting or business.

- Current physical examination (within the last six months) including a satisfactory drug screen, and full immunization record.
Record Requirements:
· One dose of the Tdap (tetanus, diphtheria, pertussis).
· Two doses of the MMR (measles, mumps, rubella) with proof of immunity to MMR (DCFS requires physician’s written signature – Official Form provided).
