Description

Database Manager will oversee the collection, maintenance, and utilization of resource and client data. This includes tracking and analyzing program performance, service metrics, client outcomes, and resources. This role is crucial in ensuring that Heartline’s database systems are reliable, accurate, and adhere to national standards. The Database Manager will supervise the Database Coordinator, and ensure the integrity, security, and accessibility of all relevant data within the organization. This position requires regular attendance at our Oklahoma City office. To be considered for this role, applicants must reside in Oklahoma.


KEY RESPONSIBILITIES:


Database Design & Architecture:

  • Ensure the optimization of databases to store performance metrics, client data, service requests, and other relevant program performance data.
  • Ensure the scalability, reliability, and security of databases.
  • Collaborate with departments to determine data needs and ensure database designs meet operational and reporting requirements.

Team Leadership & Supervision:

  • Supervise the Database Coordinator, providing guidance, mentorship, and oversight in their day-to-day activities.
  • Ensure clear communication and coordination between the database team and other departments, such as IT, operations, compliance and programs.

Data Quality Assurance:

  • Develop and implement quality control measures to ensure the accuracy, consistency, and reliability of data.
  • Collaborate with Data Integrity & Performance Analytics Director to ensure data is cleaned, validated, and normalized for analysis.

Performance Monitoring & Reporting:

  • Coordinate with programs to track key performance indicators (KPIs), such as call volume, response time, resolution rates, and customer satisfaction.
  • Develop dashboards and conduct regular reviews of KPIs.
  • Provide database support for standard and custom reports related to service performance and client outcomes.

Data Security & Compliance:

  • Ensure that all databases are maintained in compliance with applicable regulations (e.g., HIPAA, local/state privacy laws).
  • Coordinate with IT to ensure the implementation of robust data security measures, including access controls, encryption, and backups.

Database Maintenance & Optimization:

  • Monitor the performance of the database systems, identifying bottlenecks, troubleshooting issues, and ensuring optimal functionality.
  • Perform regular database maintenance tasks, including updates, backups, and performance tuning.

Collaboration & Documentation:

  • Collaborate with IT teams to ensure seamless integration of databases with other systems (e.g., CRM, reporting tools).
  • Collaborate with 211 Director to manage disaster preparation and response efforts, including data collection and updates during and after events.
  • Document database structures, processes, and best practices for team use.


Requirements

QUALIFICATIONS:


  • Education: Bachelor’s degree in Information Technology, Project Management, or a related field, or an equivalent combination of education and experience (Bachelor’s degree preferred).
  • Experience: Preferred experience in staff supervision, and taxonomy utilization within a nonprofit or government context.


REQUIRED SKILLS AND ABILITIES:

  • Proficiency in reporting, database management best practices, data analysis, and cloud-based computing.
  • Strong expertise in Microsoft Excel.
  • Knowledge of database design, including data normalization, referential integrity, and indexing.
  • Ability to read, analyze, and interpret technical procedures and government regulations.
  • Excellent written and verbal communication skills, with the ability to present complex information in an accessible manner.
  • Strong problem-solving skills and the ability to manage complex variables.
  • Capacity to prioritize tasks, make informed decisions, and work independently with minimal supervision.
  • Exceptional organizational skills and the ability to manage multiple projects under tight deadlines.
  • Experience engaging with external agencies to verify information accuracy.
  • Physically able to lift 20 pounds, sit for long periods of time, talk on the telephone, and bend/stoop.


WORKING CONDITIONS:

  • This position may involve handling high-pressure situations, particularly in response to community needs and disaster management.
  • Flexibility to adapt to the evolving needs of the organization and community stakeholders.


WORK ENVIRONMENT:


This position is hybrid upon completion of initial training period. HeartLine reserves the right to revoke remote privileges to provide additional onsite training if performance does not meet HeartLine standards.
