What You’ll Do
The Grant and Contract Manager is responsible for overseeing government-funded grants/contracts as assigned by the Chief Program Development Officer. They will manage the contract and grant administration process from the point of conditional award through contract expiration. They will also act as the liaison with both program operations and finance teams to ensure compliance with all requirements, the achievement of programmatic and fiscal objectives, and the responsible financial management of grant/contract funds. Additionally, they will serve as the administrator for HELP USA’s accounts maintained in various government contracting systems and be responsible for task management and coordination of contracting workflows within these systems.
Your responsibilities will include:
Coordinates the implementation of new government grants and contracts in collaboration with program development, program operations, finance, legal, and HR teams, from the point of conditional award throughout the entire grant/contract lifecycle.
Serve as the administrator for all HELP USA’s accounts within government funding portals including PASSPort NYC, NYC PIP, SMS; NYS SFS, CMS, Vendrep; HUD eLOCCS, SAGE; DVA GMS, and other systems as applicable. Establish user accounts, assign user roles, manage tasks, collect and upload documents, and coordinate contracting workflows.
Maintains current information on all applicable grant and contract requirements, regulations, policies, and procedures.
Facilitates the development of an administration plan for each government contract and grant.
Tracks all contract and grant actions, including modifications, amendments, funding levels, and new directives.
Ensures uniformity of contract compliance within the organization by interpreting grant policies and procedures for fiscal staff and program managers.
Liaises with finance, operations, and program teams to establish budgets, account codes, funding allocations, and reporting documents/procedures in accordance with contract/grant documents and prevailing regulations for grants/ contracts in assigned portfolios.
Provides ongoing technical assistance to program operations and fiscal teams on grant/ contract compliance, including guidance regarding eligible and ineligible cost determination and grant modification requirements.
Manages timelines and coordinates the submission of required data and preparation of grant reports (programmatic, fiscal, monthly, quarterly, closeout) – including compilation, compliance review, and submission – for grants/ contracts in assigned portfolio. Responsible for continued coordination and/or involvement in subsequent reports as assigned.
Facilitates monthly check-ins with finance (accounting and budget), program operations, and human resources (as appropriate).
Works in collaboration with the Chief Program Development Officer and Director of Legal Affairs to ensure the integrity of information submitted to regulatory agencies/ funders.
Supports audit requests by governmental funding agencies, and ensures feedback to grantors regarding their contract monitoring visits. Serves as primary liaison with funders regarding grant/ contract compliance,
Performs other duties as assigned.
You’re a good fit for this role if you have:
Bachelor’s degree required, Master’s degree in related field preferred.
Prior experience with project management and oversight of government contracts and grants required.
Excellent project management skills, comfort with budgeting and financial analysis, strong written and verbal communication skills, and ability to work as a member of a team required.
Knowledge of Microsoft applications (Word, Excel, PowerPoint) required.
Experience with grant management software and government contracting systems is a plus.
Salary : $75,000 - $85,000
