Description

The APEX division in the Office of Budget and Finance (OBF) is seeking an IT Manager to oversee the vision, strategy, and operations of APEX - Project Management Office (PMO), as well as the support and enhancement of the point-of-sales (POS) and online payments applications.

This management position also involves developing and prioritizing work for the PMO unit and the POS team, ensuring their objectives align with the organization's goals and priorities. As part of the management team, the IT Manager will participate in project prioritization and strategic direction for the APEX division. This position oversees developers, senior level system administrators, and database administrators.

Location and hours :

This position is hybrid and will be performed both on-site at 625 4th Avenue South, Minneapolis, MN 55487 and remote as job duties require. Work hours are primarily days, Monday through Friday from 8 a.m. - 4 : 30 p.m. Occasional evening or weekend hours are required related to IT Go-Lives. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will :

  • Oversee the PMO unit, POS application, and the teams associated with these segments.
  • Provide strategic direction and maturity of the PMO unit to support the timely delivery of technology solutions involving PeopleSoft, iNovah (POS application) and Paymentus (online payments application).
  • Ensure the stability and security of the iNovah system and its associated interfaces, where applicable. Additionally, manage contracts and vendors related to the application.
  • Supervise and coach teams, establish performance expectations and standards, handle hiring and performance evaluations, administer discipline, oversee work assignments and quality, and train and develop employees.
  • Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity, and inclusion (DEI).

Need to have :

  • One of the following :
  • Nine or more years of experience as an IT specialist within the last eleven years; two of which were at the IT supervisor level.

  • Associates degree in approved related field or certification in an IT program and seven or more years of experience as an IT specialist within the last nine years; two of which were at the IT supervisor level.
  • Bachelor's degree or higher in computer science, management information systems (MIS), or an approved related field and five or more years of experience as an IT specialist within the last seven years; two of which were at the IT supervisor level.
