Description

The Land Information and Tax Services (LITS) department is seeking a Planning Analyst, Senior to provide analysis and project management for a wide-ranging program of strategic, operational, process improvement, and support efforts for the optimal operation and management of the County Recorder / Registrar of Titles Office division. This includes existing initiatives and those identified during ongoing strategic planning.

The candidate selected for this position will report to a chief deputy recorder and collaborate closely with other division leadership, business subject matter experts, external vendors, and other county / department administrative and IT professionals in proactively researching and planning for the adoption of creative business and technology solutions, as well as providing key metrics in determining success. This position is crucial in ensuring the division's core functions are met and most efficiently performed as the business environment and technology quickly evolve. Location and hours : This position is hybrid and will be performed both on-site at the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. Work hours are Monday through Friday, 8 a.m. - 4 : 30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will :

  • Perform program management / leadership over a series of interrelated strategic projects and operational initiatives.
  • Design and perform data analysis in determining metrics for evaluating performance of strategic projects, operational initiatives and staff.
  • Design, lead and / or participate in continuous improvement, lessons learned, change management, and disparity reduction discussions as they relate to new business and technology projects and initiatives.
  • Act as a liaison between business end-users, internal county technical support analysts, and external vendors and consultants.
  • Partner with Recorder / Registrar of Titles division leadership team and technical support staff in identifying high level business technology needs to meet county, department and division strategic directions.
  • Represent Recorder / Registrar of Titles in line of business and department wide efforts fostering customer service, employee engagement, training, staff development, and disparity reduction.

Need to have :

  • One of the following :
  • Bachelor's degree or higher in business administration, public administration, research methods, statistics, behavioral / social science, public health, computer science / MIS, management science, or urban / city planning and two years of related experiences.

  • Related education and / or experience to total six years.

  • Using SQL to mine and analyze data from relational databases and using data visualization tools such as Power BI.
  • Developing and implementing statistical metrics used for determining project, process, and resource effectiveness.
  • Processing and managing property records in a government setting with knowledge of relevant state statutes in law and title standards.
  • Ability to :
  • Communicate effectively, both verbally and in writing with technical and business teams, translating technology concepts to a business audience and vice versa.

  • Facilitate requirement gathering and prepare plans for project and program goals.
  • Manage multiple priorities and assignments.
  • Work independently and develop positive working relationships with a wide variety of colleagues and business partners
  • About the department : Land Information and Tax Services is a department within the Resident Services Line of Business of Hennepin County that covers foundational responsibilities of government : land surveying, land recording, property tax collection and distribution. We also provide critical infrastructure and innovation support to departments throughout Resident Services.
