The Hennepin County Public Works Transportation Project Delivery Department is seeking a Principal Planning Analyst for the Transportation Planning Division. This position will support the Transportation System Planning Manager with activities related to the county’s long-range planning, development review and partner agency programs.
Responsibilities will include facilitating and leading the county’s development review process, including internal administration and coordination as well as facilitating discussions with external partners, such as cities, developers, and consultants. The position will provide guidance on development proposals, including but not limited to site, concept, conditional use permits, plats small area plans, environmental documentation, and represent county interests on partner agency-led planning initiatives. This position will also assist in developing long-range planning documents such as the county’s comprehensive plan and the multimodal transportation system plan.
This position is hybrid and will be performed both on-site at Hennepin County Public Works Department facility located at 1600 Prairie Drive, Medina, Minnesota 55340, or downtown Minneapolis at 625 4th Avenue South, Minneapolis, Minnesota 55487, and remote as job duties require. There is no public transportation to the Medina facility. Work hours will be Monday through Friday, 8:30 a.m. - 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
- Lead Plat Review committee.
- Coordinate with partner agencies and developers.
- Evaluate site plans for compatibility with transportation system guidelines and other best practices.
- Facilitate internal group to review and develop recommendations based on site plans adjacent to the county road right of way.
- Draft comment letters to be finalized by the county engineer.
- Represent the county on various external committees such as Metro Transit, Metropolitan Council, and the Minnesota Department of Transportation (MnDOT).
- Assist in the development of long-range planning documents.
- Coordinate across divisions and departments.
- Develop and use public engagement strategies.
- Prepare documents and materials.
Need to have:
- One of the following:
- Bachelor's degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization and four years or more of relevant planning analyst and/or project management experience.
- Eight years or more of relevant planning analyst and/or project management experience.
Nice to have:
- Experience with:
- Reviewing or developing site plans, street layouts, policy plans, or similar documentation.
- Microsoft Office and Teams especially with Word and Excel.
- SharePoint.
- Managing and reporting data in ArcGIS.
- Facilitation, and consensus building amongst groups.
- Excellent attention to detail, muti-talking, prioritization and organizational skills.
- Knowledge of:
- Transportation planning and engineering.
- County roadway system.
- Ability to:
- Collaborate with internal and external stakeholders regarding transportation network routing and access management.
- Perform technical writing on transportation planning subjects.
- Engage with partner agencies and stakeholders.
