HJF is seeking an Associate Scientist that will be responsible for developing and supervising research projects and investigating the feasibility of applying a wide variety of scientific principles and concepts to potential inventions, products and problems.

This position will be in support of the Military Health Economics and Policy Research Laboratory (MILHEP) within the Department of Preventive Medicine and Biostatistics, the Uniformed Services University of the Health Sciences (USU) School of Medicine.

The MILHEP conducts and disseminates full-scope and rapid-response research to enhance understanding of policy levers and system factors influencing effectiveness, efficiency, and equity of the Military Health System for Uniformed Service Members and their families. The research team utilizes rigorous economic, econometric, and computational methods, grounded in solid theoretical frameworks, to analyze the impacts of crucial health policies and proposals on the health of the military service population, health care delivery and costs, and value within the health system. Our collaborative efforts span multiple disciplines and institutions, with our current foci on the following projects:

  • “Assessing the Effect of the Military Health System Consolidation under a Single Management Structure on Health Care Utilization, Cost, Quality and Military Readiness.” Dr. Patrick Richard
    • Objectives: Determine the effect of the Military Health System consolidation under the National Defense Authorization Act (NDAA) of 2017 on a) utilization and cost, b) quality of care, c) health readiness, and d) unwarranted variation in utilization and cost, and quality of care to provide credible and relevant information to providers and other key stakeholders in the MHS for decision making, the delivery of care and better resource allocation.
  • “Impacts of TRICARE’s Behavioral Health Benefit Expansions on Behavioral Health Care Utilization, Beneficiary Health, and Health Readiness of the Force.” Dr. Jangho Yoon
    • Objectives: To measure the extent to which several recent behavioral health care reforms implemented in TRICARE enhanced the health and medical readiness of warfighters and led to improvement in behavioral health care access and utilization, health system efficiency and expenditure, and health outcomes for TRICARE beneficiaries.

Research projects will be related to health economics, health policy and health services research with a focus on health care utilization and costs and health outcomes in the military health system (MHS) and the U.S. healthcare system.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Formulates experimental hypotheses and designs experimental protocol.
  • Contributes to new grant and funding applications.
  • Processes and interprets quasi-experimental/experimental data.
  • Assists with the preparation of data for presentations at scientific meetings and for publication in peer-reviewed
  • Coordinates with other technical and professional staff. May train and supervise technical staff.
  • Prepares funding documents, written reports, manuscripts for submission to scientific journals.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Qualifications

Education and Experience

  • Doctoral degree in health policy, health services research, health economics, public health, or a closely related scientific discipline.
  • Minimum of 0-2 year's post-doctoral experience required.

  • Strong quantitative, analytical and logical skills
  • Knowledge of applicable complex scientific procedures and techniques; ability to analyze and interpret data
  • Strong attention to detail
  • Excellent communication skills
  • Ability to troubleshoot technical procedures
  • Ability to work cohesively within a team
  • Ability to work independently.
  • US Citizenship and the ability to obtain and maintain a T3/Secret Clearance.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $57,650-$87,000. Actual salary will be determined based on experience, education, etc.
