What are the responsibilities and job description for the Billing Coordinator position at Hernando County, Florida BOCC?
This position is responsible for the initial/supplemental training, continued assistance, and support for the Sr. Accounting clerks and Billing and Collections team of Hernando County Utilities Department. The Billing Coordinator should promote professional, accurate, and efficient handling of all customer’s utility accounts. This position has a high frequency of interaction with our vendors and other County staff members to ensure an optimal level of customer satisfaction and adherence to policies, procedures, and ordinances are provided.
- Leads and assists in daily work schedules and project assignments.
- Provides responsive assistance to clarify questions on procedures and policies and all inquiries knowledgeably and diplomatically while maintaining good employee, customer, and departmental relations.
- Updates staff of Hernando County Utilities Department policy and procedure changes to ensure that customer interactions areprofessional, accurate and efficient.
- Ensures updated documents and reference materials are easily accessible for staff.
- Develops/updates instructional "how-to" manuals and informational reference guides.
- Conducts review of work performed for accuracy and consistency.
- Contacts vendors and county staff to resolve any discrepancies.
- Provides support, research, and assistance to Utilities Billing staff on special projects, such as preparing operational and financial reports for HCUD.
- Responsible for the initial and supplemental training to the Billing and Collections team members.
- Assists and provides backup for the Billing Department: Sr. Accounting Clerk, Collection Specialist, Revenue Specialist, Account Clerk Ill responsibilities.
- Prepares written correspondence, as necessary
- Provides input for revisions or changes to Standard Operating Procedures and Instruction Manuals, as identified.
- Assists with performing fundamental technology troubleshooting to identify problems.
- Maintain and organize Utility Billing Email Inbox and disseminate to appropriate staff.
- Informs Management of system problems and/or potential errors and concerns.
- May act on designated matters on behalf of Management during temporary absences.
- Other duties as assigned.
- Demonstrates commitment and dependability with regular attendance, punctuality, and adherence to schedule of availability.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.
Minimum Requirements
- Graduation from an accredited high school or possession of an acceptable equivalency diploma (GED).
- Associate degree or two (2) year degree with an emphasis in accounting, finance or math preferred.
- Five (5) years of experience in a finance or governmental accounting field and business management / administration.
- Three (3) years of experience working in water and wastewater utilities, permitting, or construction is preferred.
Licenses, Certifications or Registrations
- Must possess and maintain a valid Florida driver’s license with a good driving record as defined by current insurance carrier.
- Must possess or be able to obtain within six (6) months NIMS/FEMA certifications: IS-00700.a, IS-00200.a, IS-00100.a.
A combination of education, training and experience may be substituted at the County's discretion.

Physical Abilities
Use of hands, hearing, mental acuity, reaching, repetitive motion, speaking, visual acuity, and walking. The work is sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Environmental Conditions
Inside: Works inside, in an office setting and closely with others. Working on computer over extended periods of time. Outside: Working near moving objects, vehicles and equipment, working closely with other county personnel and construction crews. Works in a safe and secure work environment that may periodically have unpredicted requirements or demands.
