What are the responsibilities and job description for the Water Resource Enforcement Officer position at Hernando County, Florida BOCC?
Responsible administrative and inspection work, involving the enforcement of County watering restriction ordinance No. 2010-15 and other code provisions within the Hernando County Utilities Department.
The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. Performs field inspections principally to determine violations of watering restriction ordinance 2010-15.- Investigates reported violations and complaints, determines ownership and advises owners of necessary actions.
- Serves legal notices to property owners and processes matters requiring prosecution under the supervision of the Department Supervisor.
- Interprets existing regulations and codes. Makes impartial judgment decisions in determining compliance.
- Distributes educational information and/or water conservation program materials as needed and communicates with residents on the County’s water conservation initiatives.
- Issues Civil Citations for violations of watering restrictions and other code violations under the purview of the Hernando County Utilities Department (HCUD).
- Attends County Court or Special Master Hearings and gives testimony when required.
- Attends weekly staff meetings and civic association meetings when scheduled.
- Inputs complaint information into computer; generates memos and letters regarding complaints and maintains compliant files.
- Provides reports of water resource violations and/or warnings to HCUD as needed.
- Excellent customer service skills and problem-solving in the field.
- Requires flexibility in work schedule, which will include early mornings, nights, and weekends.
- Regular attendance.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.
Minimum Qualifications
- Graduation from an accredited high school or possession of an acceptable equivalency diploma (GED).
- Experience in the interpretation and enforcement of regulatory codes, regulations and guidelines.
- Additional experience in irrigation, landscaping or similar vocation and working knowledge of SWFWMD Year Round Water Conservation Rules 40D 21 & 22 F.A.C.
Licenses, Certifications or Registrations
- Must possess a valid Florida driver’s license and be insurable by the current insurance carrier.
- Certification with Florida Association of Code Enforcement (FACE) or obtain within one year of employment.
A combination of education, training and experience may be substituted at the County's discretion.
