Yukio Okutsu State Veterans Home is hiring a Human Resources Generalist to lead and support administrative and operational HR functions for YOSVH’s diverse workforce. This position serves as the Human Resources support to the Regional Chief Human Resources Officer, administrators and departmental leaders in items related to employee and labor relations, total rewards, recruitment, retention, workforce planning, worker’s compensation, organizational development, record retention, policy development, and payroll.
Essential Job Functions:
- Responsible for talent curation, edits of job positions and position description as directed by HR leadership.
- Onboards new employees and supports onboarding of physicians
- Conducts employment and labor related investigations utilizing best practices, adheres to state and federal employment laws, and any collective bargaining agreements.
- Creates and prepares reports based on factual data and proposes actions related after action investigations and other HR related investigations.
- Liaises with labor unions, including handling union inquiries and providing support during contract negotiations
- Maintains records as per established state and federal guidelines.
- Assists in the development of training materials
- Tracks and files performance management programs
- Administers open enrollment and other benefit enrollment activities
- Performs data entry accurately and conduct administrative HR duties.
- Assists in tracking leave programs, including administering and filing paperwork
- Ensures accurate record keeping within HRIS and ATS systems.
- Assists in processing bi-weekly payroll including data entry, exemption reports, benefit deductions, and time-off accruals.
- Participates in educational activities, in-service training, and staff meetings.
- Participates in Quality Assurance activities.
Education, Certification, and Experience
- Four (4) years of minimum experience in human resources.

Bachelor’s degree in business, psychology, human resources, or other related field.
- Excess work experience as a human resources generalist may be substituted for a bachelor's degree on a year-for-year basis.
- A master’s degree in business, psychology, human resources or other related field or a Professional Human Resources (PHR) certification may be substituted for one (1) year of human resources generalist experience for each credential, for a potential of two (2) years of credited experience.
- Valid Hawaii Driver's License

Pre-Employment Health Requirements
Offers of employment will be contingent on successfully passing a pre-employment examination, which includes a drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.
Shift Details
Must be available to work shifts, weekends and holidays as necessary based on hospital operations. Services are provided 24/7.
