General Description
Performs routine (journey-level) planning, analysis and outreach work. Serves as a leader for planning team and other special training, exercises and projects. Plans, prepares, and evaluates all-hazard bioterrorism and emergency preparedness activities. Coordinates and provides technical assistance to program staff, governmental agencies, and community organizations. Responsibilities are performed with moderate latitude for use of initiative and independent judgment. Participates as a member of the Public Health Preparedness Response Team (PHPRT); shall respond to all bio-terrorism events or large disease outbreaks and other Public Health emergencies anywhere in the state. Will be required to be "on-call" as assigned or during an event.
Examples of Work Performed
Identifies barriers and develops plans of action to monitor and improve access to public health resources to populations of high social vulnerability.
Implements and evaluates public health emergency response interventions to determine effectiveness and adjustments in program activities and approach.
Promotes program involvement with community organizations and programs to increase outreach and ensure transparency and engagement with the community.
Oversees the development, implementation, and monitoring of training and education initiatives to support preparedness, mitigation, response, and recovery efforts within the organization and the community.
Directs the implementation of an integrated emergency management approach to collaborate and communicate effectively with response partners to manage public health emergencies.
Oversees the planning, preparation, and evaluation of all-hazard bioterrorism and emergency preparedness .
Coordinates data sharing with other agencies, other states, and national organizations.
Prepares program reports as directed.
May supervise and train others.
Performs related work as assigned.
Education and Experience
Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Laboratory Sciences, Microbiology, Public Health, or related field.
1 year of experience in health, data entry or related work.
CERTIFICATES, LICENSES AND REGISTRATION
Must have a current valid Texas motor vehicle operator's license
Must be able to be insured by the County's insurance carrier
Knowledge, Skills and Abilities
Skill in communicating effectively orally and in writing.
Ability to maintain effective working relationships with managers, co-workers, the public and professional groups.
