The High Desert Food and Farm Alliance (HDFFA) is a non-profit whose mission is to support a healthy and thriving food and farm network in Central Oregon through education, collaboration and inclusivity. We meet our mission by fostering relationships between producers (farmers, ranchers and food businesses) and consumers, increasing awareness of and access to food from our region, and cultivating community participation with local food. We serve farmers, ranchers, food businesses, nonprofits and underserved families in the high desert region of Crook, Deschutes and Jefferson Counties.We believe everyone deserves good food.
Position Summary :
HDFFA is seeking a full-time Operations / People & Culture Manager with a strong background in human resources and administrations. You will help foster a positive work environment while overseeing employee programs that attract and retain quality employees. Youll lead HDFFAs recruiting, professional development, and employee relations efforts. You will be responsible for operations including managing IT, phones, insurance, and improving organizational efficiencies. You will also play a key role in leading HDFFAs human resources efforts including recruiting, professional development, and employee relations, working closely with leadership to help build a positive culture and engaged team. Youll share our team commitment to HDFFAs mission, values and projects.

Responsibilities : People & Culture
- Foster a positive, supportive and collaborative workplace culture by developing initiatives that enhance employee engagement, well-being, and belonging.
- Lead culture-building activities, recognition programs, and team engagement efforts to maintain a motivated and high-performing workforce.
- Plan monthly employee workshops / learning opportunities and other staff development activities.
- Serve as a trusted resource for employees, ensuring open communication and a positive employee experience at all levels.
- Partner with staff and the Board to create and communicate culture-driven initiatives that enhance employee satisfaction and retention.
- Works with hiring managers to support recruiting efforts including setting up job postings on Bamboo, managing external job postings, reviewing applicants, setting up interviews with applicants, checking references and generating offer letters.
- Oversees onboarding / orientation of staff members including providing and collecting new hire paperwork, review of employee handbook, benefits, ensuring compliance with mandatory trainings, providing HDFFA logowear, and helps set up introductory meetings with HDFFA staff members.
- Oversees offboarding of terminating employees including collection of equipment, COBRA notifications, and conducting exit interviews.
- Creates and maintains accurate employee records on our HRIS system Bamboo.
- Makes recommendations to management regarding benefits packages to entice new hires and retain current employees.
- Serves as benefits administrator : Reviews, processes and tracks benefits for employees including overseeing Open Enrollment and new employee enrollments. Answers employees questions regarding their benefits.
- Stays current with federal and state employment law and advises management of updates and changes.
- Ensures compliance with mandatory federal and state employee notifications (display of employment posters and other communications).

Qualifications
The ideal candidate will have a Bachelors degree and 1-2 years experience in human resources and administration support or equivalent of 3-5 years of relevant experience. They will be familiar with working with and for nonprofits. They will possess excellent organizational and employee relations skills and be self-motivated and able to work as a team. Must have administrative, management, and human resources, and HRIS skills and knowledge.
Some evening and weekend hours will occasionally occur. The position is a hybrid position, with some tasks required to be performed in our Bend office or in area locations to support events..
Compensation, Benefits, and Time Commitment
This is a full-time position. Salary : $26 / hour.

Full-time equivalent of 40 hours per week, some evening and weekend hours will occur. The position is a hybrid position, working in our Bend office with at-home options. Travel to represent HDFFA at events will be required (intermittent) with a personal vehicle; travel will be reimbursed at a set non-profit rate. This position may occasionally involve driving a company vehicle. The candidate must possess a current, valid, Oregon driver's license. In addition, the candidate will need to provide a 5-year motor vehicle record obtained through DMV2U - Login (oregon.gov) that includes no license suspensions or major violations in the last five years.
