Job Description | - The City of Independence is seeking a highly motivated, solution-oriented individual to join the Power & Light Engineering Team.
- As a member of the Power & Light team, the Engineer III or IV will be a part of a culture of innovation, initiative, and collaboration.
- Using the City's Strategic Plan as a guiding principle, this position will give the opportunity to showcase expertise and ingenuity.
- This position will serve as staff specialist in the planning and developing of engineering projects concerned with unique challenges that may recommend important changes.
- Other duties include serving as a project leader in the design and engineering of complex projects; functional supervision of technical staff; monitoring progress of assigned projects to ensure timely completion; performing extensive research and field investigations; analyzing project alternatives, review of system protection; developing project drawings; evaluating projects costs and writing specifications; participating in the evaluation of engineering activities and recommending improvement; reviewing applicable federal, state, and local laws, rules and ordinances related to compliance. Performs other related duties as assigned.
- Engineer III position serves as a mentor for lower level engineers and emulates a SME for distribution system operation, design and maintenance, while an Engineer IV is seen as a senior level position with exceptional skills and qualifications in the field of power distribution system engineering.
- Position is in a lead role and as such operates as the senior project manager of capital and system improvement projects.
- Position assists as a teacher for lower level engineering positions.
- This is a very high level technical engineering position.
Minimum Qualifications: - The Engineer III position requires a Bachelor's degree from an ABET accredited college or university in electrical engineering or related field and a minimum of six (6) years general utility/power systems engineering experience, or four (4) years same experience and either a Master's degree in the same functional area or a PE.
- Certificate in Fundamentals of Engineering (FE) is required for the Engineer III, and a Professional Engineer (P.E.) License in Missouri (or a license in another state with the ability to receive a Missouri license within six months) is desirable.
- The Engineer IV position requires the same degree and a minimum of ten (10) years general engineering or power systems engineering experience is required; or, eight (8) years' general engineering or power systems engineering experience with either a master's degree in same functional area or PE registration.
- A valid certificate in Fundamentals of Engineering (FE) is required.
- Registration as a professional engineer (PE) is highly desirable.
- If registered PE in a state other than Missouri, secure a state of Missouri registration within the first six months of employment is desirable.
- For both positions, experience in municipal systems operation design and maintenance is preferred.
- Knowledge of power distribution systems design, operation and maintenance is essential.
- Position requires in lieu of above a combination of education, training and experience commensurate with the skills and abilities to perform the essential functions of the job.
- Must complete required NIMS level training within first six months of hire.
- Valid driver's license required.
Knowledge, Skills and Abilities: - Principles, practices and advanced theories of electrical engineering, preferably in power distribution and project management and administration.

- Occasional exposure to outdoor weather conditions.
- Some assignments may require frequent evening & weekend work and travel to various meeting locations.
Engineer III - Under limited supervision performs moderately difficult to very difficult professional engineering work and management services related to the design and analysis of electrical power distribution system capital projects.
- Position assists as a mentor for lower-level engineering positions.
- Position emulates a NERC SME with the NERC audit process.
- This is a solid and good performing engineer.
- Performs high level and detailed analysis of possible project alternatives, evaluates project costs, and writes project specifications.
- Position is expected to supervise consulting engineers and construction contractors.
- Evaluates and recommends awards for bids for consulting and construction contracted work. contractors.
- Oversees construction work performed by contractors to ensure work meets specifications.
Engineer IV - Under limited supervision, performs large, major and highly complicated engineering designs and is assigned those large, major and highly complicated projects for Power & Light Department's electric power distribution system.
- Position is seen as a senior level position with exceptional skills and qualifications in the field of electric power distribution system engineering.
- Position is in a lead role and as such operates as the senior project manager of capital and system improvement projects.
- Position assists as a mentor and teacher for lower-level engineering positions.
- This is a very high-level technical engineering position.
