POSITION SUMMARY:
The Systems & Security Manager is responsible for overseeing the organization’s IT infrastructure while ensuring the security, stability, and efficiency of all systems. This role involves managing IT operations, developing security strategies, and implementing best practices to protect data, networks, and systems from cyber threats. The Systems & Security Manager works closely with IT teams, leadership, and external vendors to ensure the organization’s technology environment is secure, reliable, and aligned with business objectives.
This in-person role is essential for fostering collaboration, mentoring team members, and driving hands-on improvements in IT infrastructure and security. The manager is expected to be actively present in the workplace to strengthen teamwork, enhance communication, and create a dynamic, growth-oriented environment for IT staff.

Leadership and Team Management.
Oversee and manage the Systems & Security team.
Under the direction of the Chief Information Officer
o Provide leadership, guidance, and support to team members to ensure effective
and efficient operations.
o Foster a collaborative and high-performance team environment.
o IT Systems Management
o Oversee the design, implementation, and maintenance of IT systems, including
servers, networks, storage, and cloud environments.
o Ensure system performance, availability, and reliability to support business
operations.
o Evaluate and implement new technologies to enhance IT operations and efficiency.
o Cybersecurity Management
o Develop, implement, and enforce security policies, procedures, and best practices.
o Monitor security threats, conduct risk assessments, and implement proactive
measures to mitigate vulnerabilities.
o Manage security tools, such as firewalls, SIEM solutions, and endpoint protection.
o Respond to security incidents, conduct investigations, and implement corrective
actions.
o Compliance and Risk Management
o Ensure IT systems and security controls comply with industry regulations and
standards.
o Develop disaster recovery and business continuity plans to ensure data integrity
and availability in case of a cyberattack or system failure.
o Team Leadership and Collaboration
o Lead and mentor IT and security staff, providing guidance on best practices and
emerging technologies.
o Foster a collaborative, team-oriented environment by being physically present in
the workplace, ensuring direct communication and hands-on problem-solving.
o Collaborate with other departments to align IT and security initiatives with
business needs.
o Coordinate with external vendors, auditors, and regulatory bodies regarding
security and IT infrastructure.
o Budget and Resource Management
o Ensure cost-effective investments in technology, software, and security solutions.
o Track and optimize IT and security expenditures to align with financial objectives.
o Asset Management
o Assist in tracking and managing IT asset inventory to ensure resource availability
and efficient utilization.
o Address issues related to obsolete equipment.
o Other duties as assigned.
MINIMUM QUALIFICATION:
KNOWLEDGE, SKILLS AND ABILITIES:
- Strong understanding of cybersecurity frameworks, risk management, and best practices.
- Knowledge of enterprise networks, system architecture, virtualization, and cloud
computing.
- Experience leading IT security projects, including planning, execution, and risk mitigation.
- Understanding of industry standards such as NIST, ISO 27001, HIPAA, GDPR, and SOC 2.
- Ability to explain security concepts to technical and non-technical stakeholders.
- Knowledge of backup strategies, redundancy planning, and system recovery processes.
- Familiarity with IT hardware, software, and infrastructure components.
- Excellent problem-solving and troubleshooting skills.
- Ability to work independently and as part of a team in a fast-paced environment.
- Knowledge of the capabilities and requirements of information technology equipment.
- Knowledge of departmental policies, procedures and guidelines.
- Knowledge of modern management practices and techniques.
- Ability to analyze and develop long-range and short-range plans, goals, and objectives for
the provision of information technology hardware.
- Ability to communicate effectively, orally and in writing.

EDUCATION AND EXPERIENCE:
- Four (4) years direct work experience with an organization comparable in size and work volume, or a Bachelor’s Degree in Information Technology, Cybersecurity, Computer Science, or other closely related field.
- Fifteen or more years of experience in IT and business/industry.
- Five to seven years of leadership responsibilities.
- Project management certification (e.g., PMP) preferred.
- Local government or public sector experience.
- Vendor Relations – experience in managing vendor relations, evaluating technology solutions, and negotiating contracts.
- Administrative skills – strong organizational abilities, attention to detail, and the ability to maintain documentation and records.
- Communication – excellent verbal and written communication skills are crucial for engaging with stakeholders, presenting reports, and facilitating meetings.
ESSENTIAL PHYSICAL SKILLS:
- Ability to communicate both orally and in writing.
- Ability to access, input and retrieve information from a computer.
- Ability to work on tasks that require prolonged standing, walking, or kneeling.
- Mobility to navigate different work environments, including indoor office spaces and
outdoor sites.
- Reading printed or digital materials, such as contracts, spreadsheets, and inventory lists, with attention to detail.
- Listening and comprehending verbal instructions and communications during meetings, phone calls, or virtual conferences.
- Occasional lifting and handling of IT equipment, such as laptops, servers, or networking
devices (typically up to 25 lbs.)
- Performing repetitive tasks like typing, data entry, or scanning documents without
discomfort or strain.
Note: Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed.
