Background

The U.S. Agency for International Development (USAID) Administrator provides overall direction to the Agency in its administration of the U.S. foreign economic assistance programs and the appropriations made available for such purposes under the Foreign Assistance Act of 1961, as amended. USAID leads international development and humanitarian efforts to save lives, reduce poverty, strengthen democratic governance and help people progress beyond assistance by reducing the reach of conflict, preventing the spread of pandemic disease, and counteracting the drivers of violence, instability, transnational crime and other security threats. USAID’s faith-based center leads the Agency’s engagement with faith-based organizations and religious communities to advance development and humanitarian goals worldwide. Housed within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI) in the Local, Faith, and Transformative Partnerships (LFT) Hub, the faith-based center helps to strengthen, expand, and diversify USAID’s partner base and drive locally-led development.

Work

The Program Analyst serves as a core member of LFT’s faith-based center. The goal of this position is to work with office leadership to effectively implement USAID’s Building Bridges in Development Policy and to steward the Agency’s Community of Practice on Strategic Religious Engagement. The Program Analyst will also be responsible for driving mission-focused technical assistance tools and resources to enable peer-to-peer learning in the workforce, liaising across regional and technical bureaus in a manner that effectively integrates faith-based and community engagement into Agency operations. This position directly supports the team’s Capacity Building Workstream.

The individual must be motivated and proactive, and able to prioritize tasks and track deadlines as well as multitask. International development and / or field experience, particularly with a demonstrated history working in or alongside religious communities and faith-based organizations in a development or humanitarian context, is required. Knowledge of USAID is preferred.

Responsibilities

Duties and Responsibilities

  • 1. Support the implementation of an integrated capacity building strategy that advances USAID’s Strategic Religious Engagement policy goals;
  • 2. Leads the Agency’s Community of Practice on strategic religious engagement;

3. Facilitates an annual workshop designed to empower and strengthen the capacity of USAID staff to be champions for strategic religious engagement (SRE);

4. Manages the Agency’s SRE Fellowship Program for Foreign Service Nationals;

  • 5. Work closely with Agency SRE Points of Contact to develop Mission-focused knowledge products and tools, including, but not limited to : country-specific partner directories, religious landscape analyses, resource libraries, case studies, SRE Spotlight Series and more;
  • 6. Support the design and deployment of technical tools and resources to increase Agency-wide uptake of SRE;
  • 7. Creates original, high-quality training material and knowledge management content to promote the Agency's learning agenda on Strategic Religious Engagement;
  • 8. Supports Mission-based partner events and engagements as directed by field staff and works with office colleagues to socialize key news, moments, events, and initiative milestones across agency channels;
  • 9. Develops relevant products and tools such as one-pagers, event flyers, PowerPoint presentations, infographics and more to build the capacity of the USAID workforce religious engagement skills;
  • 10. Collaborates closely with the faith-based center’s training team to support the deployment and administration of online and in-person SRE training courses in Washington, DC and USAID Missions.

    Required Qualifications

    1. Technical expertise in religious engagement and / or experience working with religious communities or faith-based organizations in a development or humanitarian context;

    2. Demonstrated experience in designing and / or facilitating technical workshops, peer-to-peer learning forums and / or adult learning and training courses;

    3. Proven ability to work effectively with diverse stakeholders, including religious actors, government / multilateral officials and civil society representatives, to foster collaboration and promote collective learning;

    4. Knowledge of organizational development and capacity building practices to strengthen institutional or workforce capabilities;

    5. Experience developing and / or deploying evidence-based knowledge products and tools with respect to religious engagement in development and humanitarian assistance;

  • 6. Ability to work in a fast-paced environment with competing and shifting priorities;
  • 7. Ability to efficiently multitask and prioritize workload accordingly;
  • 8. Ability to establish and maintain effective working relationships and interact with people at all management and support levels;
  • 9. Excellent written and verbal skills in English. The ability to read, analyze, and interpret policy documents, reports, and correspondence; and

    10. U.S. citizen who is eligible to obtain a facilities access clearance (FAC)

    Preferred Qualifications

  • 1. Familiarity with USAID’s mission, policies and procedures, as well as a deep understanding of the Agency’s approach to faith-based engagement;
  • 2. Experience working overseas in a development / humanitarian context;
  • 3. Advanced degree in religious studies, international relations, political science or a related field.

    Required Education

    1. Bachelor’s Degree in Political Science, International Development / Relations, Religious Studies or a related field with 5 of relevant experience, or Master’s 3 years of experience

    USAID Assumptions and Constraints :

    1. Work may be required outside of core hours. The contractor will be notified in advance if after-hours support is required.

    2. Travel up to 20% may be required.
