HII is seeking a Deputy Program Manager (DPM) to manage developmental and implemented cloud solutions.

Essential Job Responsibilities

The DPM will be embedded alongside system engineering teams to have an immediate and direct influence on system design to perform the following duties:



  • Participates in current DoDCIO technical exchange meetings and forums with respect to cloud and DEVSECOPs models and becomes the resident expert in identifying new approaches to cybersecurity in cooperation with the customer’s cyber program.
  • Serves as the Lead ISSE team lead to assist in cybersecurity coordination across all program-sponsored projects managed by HII.
  • Develops schedules and activities to help keep engineering projects on track in coordination with systems engineers.
  • Validates and verifies system security requirements definitions and analysis and establishes system security designs.
  • Assures cybersecurity requirements compliance across every stage of the engineering lifecycle to mature cybersecurity controls alongside the systems engineering design.
  • Assists architects and systems developers in the identification and implementation of appropriate information security functionality to ensure uniform application of Agency security policy and enterprise solutions.
  • Assesses and mitigates system security threats/risks throughout the program life cycle.
  • Contributes to the security planning, assessment, risk analysis, risk management, certification, and awareness activities for system and networking operations.
  • Writes and reviews accreditation and authorization (A&A) documentation, providing feedback on the completeness and compliance of its content.
  • Applies system security engineering expertise in the following areas: system security design process; engineering life cycle; information domain; cross-domain solutions; commercial off-the-shelf and government off-the-shelf software; identification; authentication; and authorization; system integration; risk management; intrusion detection; contingency planning; incident handling; configuration control; change management; auditing; certification and accreditation process; principles of cybersecurity (confidentiality, integrity, nonrepudiation, availability, and access control); and security testing/systems hardening.
  • Support security authorization activities in compliance with the NIST Risk Management Framework (RMF) process, and prescribed business processes for security engineering.

Minimum Qualifications

6 years relevant progressive experience with Bachelor's in a related field; 4 years relevant progressive experience with a Master's in a related field; or High School Diploma or equivalent and 10 years relevant. Experience as a Program Manager or DPM on programs and contracts of similar scope, type, and complexity within the Federal Government is required. A Master’s degree in Computer Science, Information Assurance, or Information Security System Engineering is preferred.

Additional Duties Included

  • Manages engineering teams for the design, development, implementation, evaluation, and/or integration of cybersecurity architectures, systems, or system components
  • Interacts with customers, IT staff, and engineering staff to define and achieve required cybersecurity objectives
  • Provides the Government assistance to ensure that the architecture and design of information systems are functional and secure, including program of record systems and special purpose environments with platform IT interconnectivity.
  • Provides expert guidance and work product evaluation to one or more security engineers that support Engineering teams for the design, development, implementation, evaluation, and/or integration of secure networking, computing, and enclave environments
  • Advocates and recommends system level solutions to resolve security requirements.
  • Monitors and suggests improvement to cybersecurity policy
  • Provides security planning, assessment, risk analysis, and risk management
  • Supports the Government in the enforcement of the design and implementation of trusted relationships among external systems and architectures
  • Participates as the primary security engineering representative on engineering teams for the design, development, implementation, evaluation, and/or integration of secure networking, computing, and enclave environments
  • Participates as the primary security engineering representative on engineering teams for the design, development, implementation, evaluation, and/or integration of cybersecurity architectures, systems, or system components
  • Applies knowledge of cybersecurity policy, procedures, and workforce structure to design, develop, and implement secure networking, computing and enclave environments
  • Identifies overall security requirements for the proper handling of Government data
