Health Center Manager


Reports To:
Director of Operations

FLSA Status: Exempt

Location: Redding

Schedule: Monday-Friday 8:00am to 5:00pm

Position Summary:

The Health Center Manager is a key leadership role responsible for the day-to-day operations of a Federally Qualified Health Center (FQHC) serving an underserved rural community. The Manager will oversee clinical and administrative functions, ensuring high-quality, patient-centered care, regulatory compliance, efficient operations, and effective staff coordination. This position requires strong leadership, excellent communication skills, and a deep commitment to improving access to healthcare for marginalized populations in a rural setting.

Key Responsibilities:

1. Operational Management

  • Oversee the daily operations of the health center, ensuring smooth, efficient, and effective delivery of services to underserved populations.
  • Manage clinic scheduling, patient flow, and overall facility operations, optimizing efficiency while maintaining high standards of care.
  • Monitor and maintain compliance with FQHC regulations, state/federal health policies, and accreditation standards.
  • Coordinate facility maintenance, including regular upkeep of the clinic environment, equipment, and safety standards.
  • The Health Center Manager will work closely with the Director of Operations and clinical leadership teams to ensure strategic goals are met.

2. Staff Leadership & Development

  • Supervise and mentor clinical and administrative staff, including medical, behavioral health, dental, and support personnel, fostering a collaborative and supportive work environment.
  • Provide guidance on best practices, conflict resolution, and performance improvement.
  • Assist with recruitment, training, and retention strategies for clinic staff, ensuring appropriate staffing levels and skill sets.
  • Promote continuous professional development and provide educational opportunities for staff.

3. Quality Improvement & Patient Care

  • Work with the Director of Operations to implement and monitor quality improvement initiatives to enhance the patient experience, care outcomes, and overall clinic performance.
  • Ensure patient-centered care practices, addressing the unique needs of the rural and underserved populations.
  • Collaborate with clinical teams to track and manage patient outcomes, satisfaction surveys, and patient feedback.
  • Work with the Chief Medical Officer and clinical staff to address health disparities and ensure culturally competent care.

4. Budget & Resource Management

  • Manage and monitor the health center's budget, including forecasting and allocating resources for staffing, supplies, and equipment.
  • Ensure effective use of resources, and work with the finance team to track revenue, expenses, and funding sources.

5. Community Engagement & Partnerships

  • Build and maintain relationships with community leaders, organizations, and other local stakeholders to promote health center services and address community health needs.
  • Serve as the clinic's point of contact for community outreach efforts and represent the health center in local meetings and events.
  • Collaborate with local public health agencies, schools, and other organizations to provide coordinated care and address broader social determinants of health.

6. Regulatory Compliance & Reporting

  • Ensure adherence to all state and federal regulations, including HIPAA, OSHA, and other healthcare laws.
  • Complete and submit required documentation, reports, and assessments to Partnership Health Plan, state health departments, and other regulatory bodies.
  • Conduct internal audits and assessments to ensure compliance and identify areas for improvement.
  • Other duties may be assigned without notice.

Qualifications:

Required:

  • Minimum of 5 years of experience in healthcare management, preferably in an FQHC or rural healthcare setting.
  • Strong knowledge of FQHC regulations, HRSA compliance standards, and healthcare delivery models.
  • Experience managing a diverse, multidisciplinary team in a healthcare setting.
  • Excellent leadership, organizational, and communication skills.
  • Ability to manage competing priorities in a fast-paced, rural healthcare environment.
  • Commitment to serving underserved populations and addressing health disparities.
  • Experience with electronic health records (EHR) systems and practice management software.
  • Knowledge of rural healthcare challenges and resources.

Preferred:

  • Bachelor's degree in healthcare administration, business, public health, or a related field.
  • Bilingual skills (Spanish, or other relevant languages) are a plus.

Working Conditions:

  • Ability to work in a clinical environment with direct patient interaction.
  • Physical Requirements:
    • Prolonged periods of sitting at a desk and working on a computer.
    • Prolonged periods of standing, bending and reaching.
  • Occasional travel may be required for training, meetings, or coverage at other clinic sites.
