Job Description
Perform complex and advanced project and Business Analyst work including highly complex systems analysis to complete software test activities for all test phases of solution implementation projects. Perform detailed project planning oversight and status tracking; test planning coordination and reporting; and stakeholder communications. Manage software development projects through the full Software Development Life Cycle (SDLC). Ensure project tasks and products follow the development process and quality guidelines while meeting both functional and contractual requirements. Work with peers from user area and contractor staff to coordinate plan assign supervise and evaluate the work of the project staff in a matrixed organization structure. Manage deliverable content expectations review processes and acceptance criteria. Ensure deliverables meet the agreed upon quality and content. Follow and apply agency IT Handbook Standard Operating Procedures (SOPs) and templates. Develop and manage project budgets schedules work plans resource requirements and cost estimates and projections. Ensure all team members understand the project standards and be able resolve challenges with the quality of any party's work products. Communicate with the project stakeholders management and other relevant parties.

Skills / Experience
Fulltime experience in project management. Experience managing large complex system implementation projects throughout all SDLC phases. This experience must include proactively identifying tracking and ensuring resolution of risks and issues.
Experience in structured project management process scope control project estimation risk mitigation and preventive and corrective actions for overruns.
Experience managing project activities; exercising drive for results and sound judgment in making critical decisions; analyzing complex information and developing plans to address identified issues; demonstrate negotiation and facilitation skills; identify project risks and gaps; prepare reports; and communicate effectively.
Experience planning and providing project communications to project stakeholders both internal and external to the enterprise or agency.
Experience developing implementing and coordinating the execution of plans for all phases of testing; writing analyzing and reviewing test cases; documenting and publishing regular testing progress reports.

Skills / Experience
Experience managing project(s) which successfully migrated from a large and complex legacy system to a Software as a Service (SaaS) or a configurable OfftheShelf replacement solution
Experience successfully implementing major information resources project(s) with a Texas State and / or Federal government agency
Experience using requirements management test planning and / or testing tools (e.g. HP Application Lifecycle Management) to ensure system defects are identified prior to a new system’s deployment for use in Production.
Experience establishing and / or maintaining automated testing for complex system(s)
Experience leading the execution of data conversion for a large and complex legacy system.
Texas Workforce Commission Experience
