Hill International is seeking an Assistant Resident Engineer in Valencia, California
Under the direction of the Resident Engineer, the Assistant Resident Engineer (ARE) performs a wide variety of professional engineering work in either a field or office setting. The ARE is directly responsible for administration of construction contracts and reviews the work of LACMTA, State, and contractor forces in accordance with the Caltrans Construction Manual and all governing specifications. The ARE reviews progress of the work to assure compliance with the contract documents. This will include progressive monitoring of materials and methods used as well as inspection of the finished products prior to acceptance. The ARE assures appropriate measurement, payments are made as necessary, and all project documentation is completed in accordance with departmental policies and procedures. Additionally, the ARE is responsible to pro-actively review the contract documents to anticipate, identify, and/or prepare any change orders needed to resolve conflicts and/or recommend improvements.
- Ensures safety of LACMTA employees, State employees, Contractor’s employees, as well as traveling public by observing contractor’s operations and traffic conditions, making recommendations, and taking corrective action when necessary. Reviews contractor operations for compliance with CAL OSHA regulations.
- Supervises Construction Inspector(s), assigning shifts according to the project schedule, reviews daily reports.
- Orders material testing, batch plant inspection, and survey oversight according to Caltrans standards and the Contractor’s schedule.
- Provides direction to CSSC and contractor staff to ensure complete, accurate and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances, are maintained in accordance with the State and Federal regulations and laws.
- Monitors contractors regarding compliance with plans and quality of work and construction activity.
- Assists in the day to day administration of a construction contract.
- Activities may include: set up Pre-Construction Meeting, review Contractor’s correspondence and inquiries, participate in Contractor’s weekly status meetings.
- Coordinate with partnering agencies, generate subcontractor requests and other required forms, assist with Weekly Statement of Working Days, coordinate with various functional units for support during construction, assist with kickoff and closeout meetings.
- Performs inspection to assure compliance with contract plans and specifications.
- Performs inspection in all phases of contract construction, e.g., paving, grading, earthwork, drainage, sewer structures, utility relocations, electrical installations, sign installations, and landscaping items.
- Develops workable and effective solutions to field issues and contract deficiencies.
- Prepares contract change orders for making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the contract.
- Formulates, researches, and develops solutions for field conditions that necessitate a contract change order. This may include doing any necessary engineering re-design work.
- Identifies the need for and prepares contract related documents for submission to the contractor.
- Reviews CPM schedules. Identifies and mitigates project risks. Completes a project daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the Senior Construction Manager.
- Maintains complete, accurate and timely project records, performs quantity calculations for all various phases and prepares progress pay estimates.
- Assists in assuring complete submittal of contract’s monthly progress pay estimates.
- Ensure conformance with all Metro and Caltrans contract documents.
- Assists in assessment and preparation of contract change orders.
- Assists Resident Engineer in reviewing contract’s schedule, resolving contractor disputes and in administering the claims process.
- Monitor and manage all quantity tracking.
- Reviews shop drawings and assists in constructability reviews for proposed projects.
- Participate in job related training.
- Bachelor’s degree in Engineering, Construction Management or another related field.
- Registration as a California PE
- Approximately four (10-20) years of experience in Construction or Construction Management of Heavy Civil Engineering projects, mainly Caltrans highway work.
- Valid California Class C driver’s license.
- Caltrans experience is required.
- Contractor experience (Project Manager, Superintendent, Engineer) desirable
