Hillsborough County's Office of Emergency Management is seeking a dynamic and highly skilled Emergency Management Infrastructure Coordinator to join our team. The ideal candidate will have a strong background in emergency management, infrastructure planning, and coordination, with a proven track record of successfully managing critical infrastructure projects during both routine operations and times of crisis.

The successful candidate will demonstrate:

  • Emergency Management: knowledge of emergency management principles, practices, and systems, with the ability to anticipate potential risks and proactively develop comprehensive response strategies.
  • Infrastructure Planning & Coordination: Experience in coordinating and managing infrastructure resources, ensuring continuity of services, and mitigating potential disruptions during emergencies.
  • Mass Notification Systems Proficiency: Knowledge and hands-on experience with mass notification platforms (such as Everbridge or similar systems). The ability to design, implement, test, and refine notification strategies to quickly and accurately disseminate critical information to affected populations is essential.
  • Collaboration and Communication: Exceptional communication skills with a collaborative approach to work across departments, agencies, and stakeholders. The candidate should be able to convey complex information clearly, lead discussions, and develop effective plans with diverse teams.
  • Problem-Solving and Decision-Making: Ability to think critically and make sound decisions under pressure, using both data and experience to guide decisions that enhance safety and operational effectiveness.
  • Adaptability and Resilience: A flexible, adaptable mindset with the ability to adjust to evolving situations and lead teams through challenging, high-pressure environments.

Duties and Responsibilities

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Develops, implements, and maintains various emergency management plans, programs and operating procedures to meet county, state and federal compliance standards.
  • Develops and conducts training and exercises.
  • Participates in regional emergency management planning addressing natural or manmade disaster activities with county, state and federal emergency service agencies.
  • Maintains liaison with officials of local, state and federal agencies; attends meetings at all three levels in the interest of emergency management and maintains a continuing knowledge of all laws affecting emergency management activities.
  • Supports Public Assistance and Individual Assistance disaster reimbursement processes for the county and municipalities within.
  • Plans and coordinates activities of public funded programs to insure that objectives are accomplished according to federal, state and local regulations.
  • Supports other OEM staff to include operational, planning, logistics, financial, training, technology, and administrative personnel.
  • Ensures all inventory is accounted for and purchasing policies are followed.
  • Provides technical expertise concerning funding sources, contract development, and grant application requirements.
  • Serves as liaison with federal, state and local representatives concerning funding sources for services programs.
  • Formulates, updates, plans and implements OEM goals and projects; manages multiple projects at the same time and ensures efficient, timely completion.
  • Functions as Duty Officer for emergency management support after hours.
  • Prepares and coordinates studies and reports involving resource allocation, revenue projections, funding source development, utilization of services and/or the review and management of contracts and grants.
  • Coordinates the preparation of status reports and conducts follow up studies to review the impact of policy decisions, program development, and resource utilization.
  • Performs other related job duties as assigned.

Physical Requirements

  • The employee is regularly required to talk and hear.
  • This job is performed in an office environment using standard office equipment such as computers, phones, photocopiers, and fax machines.

Work Category

  • Medium work - Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Minimum Qualifications Required

  • Associate’s degree in emergency management or a directly related field; AND
  • Two years of directly related experience in emergency management, public safety, emergency preparedness, or related field; OR
  • An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above; AND
  • Possession of a valid Florida Driver’s License; AND
  • Completed Incident Command System (ICS) 100, 200, 700, and 800 courses; or completion within six (6) months of employment.

Preferred Qualifications

  • Completed the FEMA Professional Development Series (PDS) and Advanced Professional Series (APS) certification course of study.
  • Florida Emergency Preparedness Association- Florida Professional Emergency Manager Certification.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

A department, depending on the nature of its mission and operations, may require that employees in all or certain positions in this job classification:

  • Maintain the ability to pass the background checks required for the position. These background checks may include but are not limited to:
  • Criminal History Background Check using Florida Department of Law Enforcement (FDLE) Criminal Justice Information Services (CJIS)
  • Level 1 and Level 2 Background screening (Ch. 435 Florida Statutes)
  • Child Abuse, Abandonment and Neglect Record Check using the State Automated Child Welfare Information System (SACWIS)
  • Sex Offender and Sexual Predator record check using the list maintained by the Florida Department of Law Enforcement (FDLE)

2. Possess the necessary job related license(s) or certification(s) that may include possession of a Florida Driver License (Class E) or an applicable Commercial Driver License (CDL)

Career Progression

Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
