Minimum Qualifications Required
- Bachelor’s Degree; AND
- Four (4) years of experience directly related to the position duties, two of which must have been in a supervisory capacity;
OR - Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)

Duties and Responsibilities

- Oversee the Bonfire eProcurement platform, including modules for intake, projects, and contracts.
- Provide end-to-end analysis of complex procurement issues and deliver process improvements.
- Develop performance measures and dashboards to enhance transparency and efficiency in procurement processes.
- Administer and expand the Construction Apprenticeship Program, ensuring compliance with Ordinance 23-14.
- Develop and execute strategic plans that integrate County goals into department programs and practices.
- Create and facilitate training programs for staff and vendors to ensure effective use of procurement systems and compliance with procedures.
- Oversee department-wide initiatives for employee engagement and professional development to reduce turnover and improve retention.
- Act as a liaison between the department, external agencies, and other County departments to promote collaboration.
- Communicate regularly with executives and staff on the status of operations, programs, and strategic objectives.
- Develop and enforce policies, procedures, and performance standards for assigned functional areas.
- Monitor and proactively address operational challenges to improve outcomes.
- Represent the department on task forces and committees as required.
- Perform additional related duties to support the Procurement Services Department’s mission.
