Job Type: Full-time with Opportunity with Flexible Scheduling
Starting Salary Range: $68,640.00 - $75,000.00 per year

ESSENTIAL FUNCTIONS:

The primary role of the Grants & Policy Analyst will be in leading in the writing of public grants, and reporting to funders when awarded. They will assist with the implementation of new programs associated with the grant funding, and support in writing to new opportunities to diversity funding at the agency. The secondary role of the Analyst will be to support the Chief Executive Officer with public policy and advocacy activities aligned with Hillsides' strategic initiatives.

The essential functions include:

• Write clear, structured proposals for diverse public funding opportunities in the behavioral health space
• Facilitate cross-departmental and external meetings when leading out grant writing
• Use independent judgement while working collaboratively with administrative and program teams in time sensitive situations
• Maintain confidentiality when writing to sensitive or budget related information
• Track various projects and prioritize grant opportunities to meet deadlines
• Manage metrics, milestones, and reporting/requests for all grant opportunities
• Ability to manage time, and multiple projects at once

• Collaborate with cross-functional teams to ensure that policy objectives align with business objectives, and that policy positions are consistent with the organization's values and principles.
• Represent the organization at public forums, including legislative hearings, industry conferences, bidders conferences, and other events.
• Prepare and deliver persuasive advocacy and grant materials, including policy briefs, talking points, and presentations, to support the organization's policy positions.
• Work closely with the communications team to develop messaging and outreach strategies that effectively communicate the organization's policy positions to external audiences related to grants.
• Support the CEO in developing public policy goals and strategies for the agency aligning with federal, state, and county officials
• Build and manage relationships with key stakeholders, including federal, state, and local county elected officials, government agencies, industry associations, and non-governmental organizations, as needed
• Monitor and analyze legislative and regulatory developments at the local, state, and federal levels, and provide timely updates to internal stakeholders.
• Support the Chief Executive Officer with the agency government affairs and public policy board committee
• Other duties as required

EDUCATION, EXPERIENCE & CERTIFICATES

• Undergraduate degree in public policy, public health, or behavioral health, or related field.  Graduate degree, preferred
• Minimum 2 years of legislation advocacy experience at the federal, state, local level preferred
• Previous experience in public/private grant writing, preferred
• Proficient knowledge of behavioral health issues
• Excellent research and policy development skills
• Excellent written and communication skills
• Valid California driver's license, clean driving record and personal vehicle insurance acceptable to Hillsides' insurance carrier
