HireUp Talent is seeking Compliance Specialists at multiple levels (I, II, and III) to join our Compliance Department. This is a fantastic opportunity for experienced housing professionals who are passionate about accuracy, regulatory compliance, and operational excellence in Public Housing (PH), Housing Choice Voucher (HCV), and Low-Income Housing Tax Credit (LIHTC) programs.
This position is remote with travel requirements and requires the candidate to reside in one of the following states: AL, AZ, IL, FL, MD, MT, NC, NJ, NY, OR, PA, SC, TN, TX, or VA.
FLSA Classification & Compensation Structure:
- Compliance Specialist I – Hourly / Non-Exempt – $24.42 per hour (Eligible for overtime in accordance with federal, state, and local labor laws.)
- Compliance Specialist II – Salary / Exempt – $54,000 annually (Not eligible for overtime under federal, state, and local labor laws.)
- Compliance Specialist III – Salary / Exempt – $57,800 annually (Not eligible for overtime under federal, state, and local labor laws.)

Key Responsibilities
Level 1 – Compliance Specialist (Entry-Level)
Hourly / Non-Exempt
- Conduct detailed audits of participant files, financial records, and processes to ensure compliance with PH, HCV, and LIHTC regulations.
- Identify and resolve discrepancies while implementing quality assurance measures.
- Stay updated on HUD and housing regulations, applying this knowledge to maintain program integrity.
- Support internal teams with compliance guidance and process improvement initiatives.
- Maintain accurate records and prepare detailed compliance reports.
Level 2 – Compliance Specialist (Mid-Level, Client-Facing)
Salary / Exempt
- Conduct client audits, identify compliance gaps, and provide tailored solutions for regulatory adherence.
- Act as a primary advisor for clients, helping them implement best practices and achieve program success.
- Lead external quality assurance reviews and recommend strategic improvements.
- Develop and deliver training programs for internal teams and external partners.
- Assist in risk mitigation strategies to safeguard program integrity.
Level 3 – Senior Compliance Specialist (Strategic & Leadership)
Salary / Exempt
- Serve as a subject matter expert, advising both internal teams and external clients on complex compliance matters.
- Lead large-scale audits and oversee compliance performance for high-impact programs.
- Develop and implement advanced risk mitigation strategies and compliance frameworks.
- Mentor junior compliance specialists, fostering a culture of excellence and continuous learning.
- Present high-level compliance reports and insights to leadership, stakeholders, and clients.
Qualifications & Skills
- Level 1: 3 years in housing program administration with a focus on compliance and quality assurance.
- Level 2: 5 years in housing compliance, including at least 2 years in a client-facing role.
- Level 3: 7 years in compliance, including leadership experience in regulatory compliance and risk management.
- Education: Bachelor’s degree in Public Administration, Business, Urban Planning, or a related field (or equivalent experience).
Key Competencies
- Strong attention to detail with exceptional accuracy in audits and compliance reviews.
- Expertise in interpreting and applying HUD regulations to real-world scenarios.
- Ability to collaborate cross-functionally and provide training on compliance best practices.
- Strong analytical and problem-solving skills with a strategic mindset.
- Excellent communication skills for presenting findings and advisory services to clients and stakeholders.
Travel Requirements
- Level 1: No required travel (up to 10% optional for professional growth).
- Level 2: Regular travel (up to 50%) for client support, training, and on-site evaluations.
- Level 3: Frequent travel for high-level compliance initiatives and strategic advisory work.
