HireUp Talent is seeking a Consultant to support the efficient and effective implementation of government service client initiatives. In this role, you will serve as a subject matter expert, executing project deliverables with precision and quality under the Professional Services Department. The Consultant is responsible for interpreting federal, state, and local regulations regarding government program implementation and administration.
Through strategic leadership and expertise, you will play a vital role in helping clients navigate compliance requirements, optimize performance, and drive positive outcomes in subsidized housing programs.
This position is remote with travel requirements and requires the candidate to reside in one of the following states: AL, AZ, IL, FL, MD, MT, NC, NJ, NY, OR, PA, SC, TN, TX, or VA.
The salary for this role is $66,000 annually (Salaried position, not eligible for overtime under federal, state, and local labor laws.)
What You Will Do
Regulatory Compliance & Industry Expertise
- Stay informed on federal, state, and local regulations related to subsidized housing programs.
- Demonstrate a comprehensive understanding of affordable housing programs, including Low-Income Housing Tax Credits (LIHTC), Section 8, and other subsidy programs.
- Advise clients on regulatory compliance and monitor legislative updates to ensure policies align with federal, state, and local laws.
- Conduct policy and regulation reviews to identify gaps and areas for improvement.
Project Management & Client Support
- Take ownership of project deliverables, ensuring successful execution and timely completion.
- Ensure client compliance with all applicable regulations, including monitoring and reporting requirements.
- Conduct periodic audits, identify compliance issues, and recommend corrective actions.
- Collaborate with executive leadership to develop and refine program policies, procedures, and guidelines in alignment with industry best practices.
- Provide expert-level recommendations for training sessions and educational materials on subsidized housing programs and compliance.
Stakeholder Engagement & Training
- Serve as a trusted advisor to government officials, offering guidance and expertise on program operations.
- Lead training sessions for both clients and internal staff, ensuring a clear understanding of program requirements and compliance standards.
- Identify potential risks and challenges related to program operations and recommend mitigation strategies.
- Conduct client site visits as needed to support program implementation and compliance reviews.
Proposal & Reporting Support
- Provide expert-level insights to the proposal team to improve proposal responses.
- Prepare project reports and updates for internal and client stakeholders.
- Offer supplemental support on additional company projects as required.
What We Are Looking For
Education
- Bachelor's degree in a relevant field such as Urban Planning, Public Policy, Business, or a related discipline.
- Advanced degree preferred.
Experience
- Minimum of 5 years of experience in affordable housing consulting or a related field.
Skills & Competencies
- In-depth knowledge of federal, state, and local affordable housing regulations.
- Strong analytical, problem-solving, and project management skills.
- Ability to work independently while maintaining a strong team-oriented mindset.
- Excellent communication and interpersonal skills to effectively engage with stakeholders.
- Proven experience interpreting and applying federal, state, and local rules and regulations.
- Advanced proficiency in Microsoft Office and housing-related software.
- Bilingual preferred but not required.

Travel Requirements
- This position requires up to 80% travel for on-site program reviews, staff training, and stakeholder engagement nationwide.
