HireUp Talent is seeking an experienced and detail-oriented HCV Program Manager to lead compliance operations within our organization, with a primary focus on the Housing Choice Voucher (HCV) program. This leadership role is essential in ensuring adherence to federal, state, and local regulations while fostering a culture of accountability, operational excellence, and data-driven decision-making.
The position is Remote with Travel (Must reside in AL, AZ, IL, FL, MD, MT, NC, NJ, NY, OR, PA, SC, TN, TX, VA). The salary range for this role is $68,000 - $72,000 annually. This is a salaried position and is not eligible for overtime under federal, state, and local labor laws.
The ideal candidate will have at least 7 years of experience managing high-performance compliance programs and a proven ability to interpret complex regulatory documents, including the Federal Register and Code of Federal Regulations (CFR). They will proactively stay ahead of regulatory changes, lead training initiatives, and collaborate closely with the training department to align compliance strategies with organizational goals.
Key Responsibilities
Leadership & Team Management
- Supervise and mentor Compliance Specialists, ensuring high performance and professional growth.
- Foster a culture of accountability, collaboration, and continuous improvement within the compliance team.
- Implement Agile management practices to enhance workflows and responsiveness to organizational needs.
Regulatory Compliance & Risk Management
- Stay ahead of regulatory updates by monitoring changes in the Federal Register, CFR, and other key regulatory sources.
- Lead the interpretation of new regulations and assess their impact on HCV and other affordable housing programs.
- Develop and implement compliance strategies to ensure timely adherence to regulatory changes.
- Serve as the subject matter expert on compliance, providing guidance to internal teams and external stakeholders.
Training & Collaboration
- Lead internal training initiatives to ensure staff are informed about regulatory updates affecting program operations.
- Work closely with the training department to develop and deliver compliance training aligned with best practices.
- Provide ongoing expertise to ensure training programs remain current with regulatory requirements.
Compliance Oversight & Audits
- Ensure all programs exceed compliance requirements, upholding integrity and accountability.
- Conduct internal and external audits to assess program performance and identify areas for improvement.
- Collaborate cross-functionally to address compliance challenges and ensure seamless implementation of compliance initiatives.
Risk Monitoring & Mitigation
- Identify, assess, and monitor compliance risks, implementing proactive mitigation strategies.
- Develop and maintain risk assessment frameworks to support compliance decision-making.
- Utilize data-driven insights to enhance compliance strategies, optimize program performance, and reduce vulnerabilities.
Performance Monitoring & Reporting
- Establish and track key performance indicators (KPIs) to measure compliance effectiveness.
- Generate detailed compliance reports using data analysis to identify trends, successes, and areas for improvement.
- Leverage Agile methodologies to ensure timely completion of compliance initiatives.
Qualifications & Skills
Education
- Required: Bachelor’s degree in Business Administration, Public Administration, Law, Housing Management, or a related field.
- Preferred: Advanced degrees or certifications in compliance, risk management, or affordable housing (e.g., HCV certifications).
Experience
- 7 years of experience managing compliance in HCV or other affordable housing programs in a high-performance environment.
- Strong ability to read and interpret Federal Register and CFR regulations, applying them effectively.
- Proven success in staying ahead of regulatory changes and providing expert compliance guidance.
- Extensive experience conducting compliance oversight, audits, and risk management.
- Ability to develop and implement training programs focused on regulatory compliance.
- Familiarity with Agile management methodologies, including sprint planning and iterative project delivery.
- Strong proficiency in data-driven decision-making to inform compliance strategies.
Skills & Competencies
- Strong leadership and team management skills, with a focus on collaboration and accountability.
- Advanced knowledge of federal, state, and local housing regulations, particularly HUD and HCV program requirements.
- Excellent written and verbal communication skills, with the ability to explain complex policies to diverse audiences.

Travel Requirements
- Up to 50% travel may be required for on-site program reviews, staff training, and stakeholder engagement nationwide.
