HireUp Talent is seeking a Project Manager to oversee daily operations for projects that support Public Housing Authorities (PHAs) with consulting and technical needs. This role is essential in delivering high-quality technical assistance, ensuring regulatory compliance, and optimizing program performance.
This position is remote with travel requirements and requires the candidate to reside in one of the following states: AL, AZ, IL, FL, MD, MT, NC, NJ, NY, OR, PA, SC, TN, TX, or VA.
The salary for this role is $72,000 annually (Salaried position, not eligible for overtime under federal, state, and local labor laws.)
Key Responsibilities
Project Management
- Plan, coordinate, and manage multiple professional service projects supporting PHAs with Housing Choice Voucher (HCV) and Public Housing (PH) program needs.
- Develop project plans, timelines, and resource allocation strategies to ensure timely and budget-conscious execution.
- Monitor project progress, identify risks, and implement corrective actions as needed.
- Ensure all project activities comply with HUD regulations and company policies.
Team Leadership
- Lead a team of consultants providing professional services to PHAs.
- Offer guidance, training, and support to ensure high performance and professional development.
- Conduct regular team meetings to track progress, address challenges, and share best practices.
- Provide constructive feedback to enhance team performance.
Stakeholder Management
- Serve as the primary point of contact for PHA clients, ensuring project deliverables meet or exceed expectations.
- Facilitate regular client meetings to review project status and address concerns.
- Build and maintain strong relationships with PHA stakeholders to foster trust and collaboration.
Quality Assurance
- Establish and maintain quality assurance processes to ensure compliance and accuracy.
- Conduct audits and reviews to identify areas for improvement.
- Develop and implement corrective action plans for any deficiencies.
Data Management & Reporting
- Ensure accurate and timely data entry and management for all project activities.
- Generate reports to track performance, identify trends, and inform decision-making.
- Provide senior management with regular project status updates, key metrics, and outcomes.
- Continuous Improvement
- Identify process improvement opportunities to enhance efficiency and effectiveness.
- Stay current with industry best practices, regulatory changes, and technological advancements related to PHA programs.
- Foster a culture of continuous learning and development within the team.
Qualifications & Skills
Education
- Bachelor's degree in Business Administration, Public Administration, Housing Management, or a related field.
- PMP or CAPM certification preferred.
- Experience
- 5 years of project management experience.
- 5 years of experience in the affordable housing industry, including training, quality control, and audit practices.
- 5 years of experience supervising employees in a customer service-oriented environment.
Skills & Competencies
- Excellent written and verbal communication skills.
- Strong public speaking and presentation abilities.
- Ability to work in a fast-paced environment with strict deadlines and performance guidelines.
- Proficiency in risk analysis and data evaluation.

Travel Requirements
- This position requires up to 50% travel annually, with potential temporary relocation based on project needs.
- Travel is required for on-site program reviews, staff training, and stakeholder engagement nationwide.
- Flexibility for varying travel schedules and extended stays is required.
