Position Summary
This position will oversee the street outreach programs including street outreach to homeless populations providing on site HIV testing, Needle Exchange, Naloxone distribution, and street-based medical care, housing navigators and community health workers. In this role they will be responsible for quality assurance and improvement, staff training, and general program oversight. The Program Manager must possess a high level of awareness regarding homeless populations, barriers to housing in Lane County and Oregon’s at-risk groups which include Gay/Bi men and men who have sex with men (MSM), people who inject drugs (PWID), partners of people living with HIV (PLWHA) and the Trans and Gender Diverse Community and people experiencing homelessness. The Manager is a member of the Program Managers team and will work closely with other team members in reaching out to and building relationships with homeless service providers, social work teams at local hospitals and other medical providers. This position represents the agency in a variety of community settings including meetings and events. The Manager supervises volunteers and staff, and ensures that they have the tools, training and resources needed to effectively carry out their work. This position is involved in the development of strategic prevention and education initiatives and participates in planning, development, implementation and monitoring of such initiatives.
Essential Functions and Responsibilities
Advocate for needed services and future direction of these services
Build and strengthen relationship with housing providers
Presents and distributes information about the program at local service organizations, homeless shelters, and other housing providers
Stay current on HIV prevention (interventions, stats, etc)
Participate in agency collaboration, creative processes and lead committees
Participate on all required agency teams and committees
Provide prevention services as needed, including evening and weekend services.
Model and encourage community collaborations in all programs & acts as liaison to community groups and coalitions
Attend workshops and trainings that are relevant to job responsibilities and which will encourage professional development
Program Manager
Oversee all aspects of Street Outreach, Housing Case Management and Community Health Worker programs
Provide high quality staff supervision
Assists in the development of new projects that increase wellness of at-risk communities
Coordinate outreach and testing events
Collaborate with grant writer to develop and submit grants, and grant/contract reports as requested
Manage data concerning services and use that data in ongoing program development and evaluation
Ensure that testing procedures are followed by all staff and volunteers
Work with other managers and directors to create and institute policies and procedures for prevention programs
Seek out opportunities for partnership and networking with organizations
Provide HIV prevention education to communities at risk for HIV/HCV
Coordinate with the Client Services Manager to ensure that people living with HIV and their partners have access to prevention information and testing
Ensure adequate supervision of volunteers during outreach events
Equity and Quality
Support and champion the development and implementation of program equity goals
Ensure that staff can track data necessary to monitor progress toward equity goals and to identify disparities in care for PLWHA
Solicit client feedback on a regular basis and use that feedback in ongoing program development and evaluation
Identify training and provide equity focused and culturally responsive supervision to staff
Support collection of client feedback on a regular basis and using that feedback to make program improvements
Ensure that staff concerns related to equity are addressed
Ensure that policies and procedures and consistently applied
Provide staff with opportunities to share input related to program equity goals
Staff Supervision & Support
Supervises teams who conduct street-based outreach to unhoused clients
Model excellent work ethic and professionalism
Provide de-escalation support for clients in crisis and support staff in productively working with clients in crisis
Train and support employees and volunteers
Facilitate department meetings
Provide opportunities for staff input and respond to inquiries and concerns
Ensure that there is open communication between staff and other programs/management
Support department lead positions in their roles
Ensure consistent communication with offsite employees
Maintain and nurture relationships with key funders, policymakers, supporters and community influencers related to client services
Bridge building with those agencies where our mission overlaps
Required Qualifications
Two-years of experience with leadership, such as holding a lead position, manager position, or supervising staff or volunteers.
Three-years of experience conducting outreach to unhoused populations, housing case management, providing Community Health Worker services or other related experience
The ability to effectively support staff to achieve agency and work-related goals
Self-determined, highly motivated and solution focused
Commitment to diversity and inclusiveness in all aspects of job performance
Knowledge of the unique issues affecting high-risk communities and willingness to learn about culturally relevant interventions for gay and bisexual men, people who inject drugs and people living with HIV/AIDS.

Background in training and presentation, ability to effectively present to community and partner agencies
Comfort discussing sex, sexuality, and addiction
Ability to communicate in group setting, facilitation skills a plus
Ability to build and maintain bridges between HIV Alliance and its clients, other non-profit agencies
Team player who is self-motivated and enthusiastic

Willingness to work a flexible schedule, including many evenings and some weekends.
Ability to collaborate with agency teams, board of directors, and community members
TB test (provided by agency)
Ability to pass agency criminal background check and drug screen
Valid Oregon Driver's license, or valid out of state driver's license with the ability to get an Oregon Driver's license within 30 days of establishing residency in Oregon, and a driving record sufficient to be covered by agency auto insurance policy.
Ability to drive long distances in large vehicles , ability to sit and stand for extended periods of time
Preferred Qualifications
One-year experience with program management
Degree in family and human services, public health or other related fields
Lived experience of the population served

- Ability to sit or stand for extended periods of time at an assigned station
- Ability to bend, stand, and reach to be able to transport clients and to occasionally lift and carry up to 25 pounds (harm reduction kits, naloxone kits, testing and education materials)
- Continuous clarity of vision at 20 inches or less for processing of paperwork
