POSITION SUMMARY  
This position is responsible for ensuring that all utility and roadway infrastructure is installed in accordance with the Town’s Engineering Design and Construction Standards, applicable ordinances and approved construction drawings.

SUPERVISORY RELATIONSHIPS

Development Inspectors report to the Development Inspections Supervisor. Work independently under general guidance from the Development Inspections Supervisor and Development Construction Manager to ensure coordination of objectives and priorities of the department. 

The work schedule is business hours with occasional evenings and weekends.  The starting salary range is $59,307.01-$66,627.51 (Grade I/K). ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
Successfully trained Development Inspectors will be assigned higher level duties based upon experience and certifications held.
1.    Provides technical inspections within the Town’s right-of way (potable water, storm sewer, sanitary sewer, reclaimed non-potable water, roadway, curb and gutter, sidewalks and all accompanying apertures) ensuring proper installation per Town of Holly Springs Engineering Design and Construction Standards and approved construction drawings.
2.    Communicates, coordinates and schedules time with Land Developers, Builders, Engineers, Superintendents, Contractors and Sub-Contractors on all aspects concerning each individual project.  Includes the preconstruction meeting, field inspections, punchlist creation, project warranty, intermediate inspections, post warranty punchlist, Triassic soils roadway warranty and the final acceptance letter.  
3.    Responsible for testing of public and private roadways and fire lanes, potable water, reclaimed water and sewer lines after installation has been completed to ensure compliance with the Town’s Engineering Design and Construction Standards.  
4.    Coordinates road closures, traffic concerns with Police, Fire and Public Information team.
5.    Tracks projects and accepts public infrastructure being constructed by private development projects on behalf of Development Services and the Town. Follows the project through the warranty period and contacts developers to replace or repair any problems until accepted by the Town through the punchlist process.
6.    Communicate milestones to the Contractor and development team through written and verbal communication.
7.    Reviews and approves As-built Drawings that have been submitted to the department by the engineering firm for a given project.
8.    Reviews approved utility and roadway permits issued by other local or state agencies for conditions to verify compliance.
9.    Exercises judgment and provides interpretation of codes, standards, and ordinances for team members and design professionals specifically related to processes and technical guidance associated with transportation, utilities, land disturbance, and other engineering elements of development.
10.    Ensures enforcement of State laws, local ordinances, and other regulations pertaining to municipal operations.
11.    Coordinates with other divisions and Town departments to verify all items necessary for development have been addressed.
12.    Coordinates with other Town departments to provide completed utility certifications to provide to the state for final acceptance of the utility infrastructure.
13.    Provide customer service to assist the development community and design professionals with information, processes, and technical guidance.
14.    Exercise judgment and provide independent action including frequent contacts with citizens, engineers and developers.
15.    Recommend updates to the town’s standards and policies consistent with current construction practices and industry standards
16.    Compiles project reports for use by the County, the State and internally.
17.    Attends regular Department meetings to facilitate interdepartmental coordination and inspector workloads.  
18.    Plan review and daily journal documentation. Reviews plan modifications and recommends approval or denial.
19.    Acts as lead resource for department’s inspector team when supervisor is not present.
20.    Other duties as assigned.

KNOWLEDGE SKILLS AND ABILITIES 

?    Extensive working knowledge of roadway and utility systems including potable water, reclaim water, sanitary sewer
?    Working knowledge of pertinent Engineering Design and Construction Standards and construction codes and ordinances, proper inspection methods, and legal procedures involving enforcement of and ordinances associated with land development construction.
?    Knowledge of safety codes, related laws and ordinances.
?    Knowledge of blueprints, layouts, construction plans, parcel maps.
?    Skill in identifying technical and operational problems and recommending appropriate corrective actions.
?    Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; as well as the local, State, and Federal regulations related to department programs and operations.
?    Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
?    Ability to research and analyze detailed information and make appropriate recommendations.
?    Ability to interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
?    Ability to establish and maintain accurate records of assigned activities and operations.
?    Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
?    Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. 
?    Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
?    Ability to perform detailed work accurately and independently in compliance with time limits requiring minimal direction and supervision.
?    Ability to think quickly, maintain self-control, and adapt to stressful situations.
?    Knowledge of current office practices and procedures.
?    Knowledge of computer software consistent for this position.
?    Ability to perform mathematical calculations required of this position.
?    Ability to communicate clearly, concisely and effectively in English in both written and verbal form. 
?    Skill in researching and understanding complex written materials.
?    Ability to prepare and maintain accurate and concise records and reports.
?    Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.

?    Ability to work the allocated hours of the position and respond after hours as needed.

•    This work involves occasional lifting of up to 50 pounds within a limited range for access to storage boxes; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling, climbing stairs and ladders and reaching with hands and arms.
•    Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
•    Hearing is required to perceive information at normal spoken word levels.
•    Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
•     Must possess the visual acuity to compile and compute data and statistics, inspect maps and plans, operate a computer, do extensive reading, and use measuring devices. Work may require mobility over rough or difficult terrain.  Work is performed daily both in and outdoors under all weather conditions and includes exposure to inclement weather, noise, vibrations, airborne materials, and active construction sites. 
•    Work is generally in a moderately noisy office setting and in the field.  





   MINIMUM REQUIRED QUALIFICATIONS

Level I 
•    High School Diploma/equivalent.
•    Experience in work with water, sewer, reclaim water, and roadways construction or inspections.

Level II 
?    Three (3) years’ work experience in plan review, inspection, or construction of public utilities or roadways.

   
   PREFERRED QUALIFICATIONS

•    Associate's or bachelor’s degree from an accredited college in Construction Engineering, Civil Engineering, equivalent degree or a closely related field. 
•    Previous development inspection experience of utility or roadway infrastructure.
    
   OTHER REQUIREMENTS
•    Must possess a valid Driver’s license.
•    Must obtain utility distribution and collection certifications by timeframe specified by the Town.
•    Must hold OSHA 10 Hour Safety Card and OSHA Shoring Card by timeframe specified by the Town.
•    Must pass background and criminal history checks.
