The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbent will report to the Office of Administration and Finance’s Budget Analysis Unit. Duties include but are not limited to: • Prepare, implement, monitor, and adjust various program spending plans based on budgeted and actual expenditure data. Incumbent is also, in part, responsible for development of the annual agency Budget Request.• Prepare analysis and reports on spending plans, cash disbursements and staffing fill levels for use by Finance staff, program directors and senior management.• Review and approve agency purchasing and travel transactions for appropriateness and resource availability as well as obtain required control agency approvals. The incumbent will frequently meet with senior program staff to enable timely processing.• Review financial information and make recommendations regarding cash management.• Develop analyses and interact directly with the Division of the Budget and other agencies regarding budget policies, reports and other financial issues as required.• Contribute to the establishment of budget and finance policies and procedures across the Division.• Supervise Budget Unit staff as needed.• Assist with fiscal work during emergency response, including working in the State Emergency Operations Center

Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Associate Budgeting Analyst and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 or above, and eligible for transfer under Section 70.1 or 52.6 as appropriate of the Civil Service Law.
