Current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.

GENERAL PUBLIC CANDIDATES:

Minimum Qualifications
1. six years of emergency management experience as listed below*;
2. a specialized associate degree as listed below** AND four years of emergency management experience as listed below*;
3. a specialized bachelor's degree or higher as listed below** AND two years of emergency management experience as listed below*;
4. a specialized master's degree as listed below** AND one year of emergency management experience as listed below*.

  • Qualifying Emergency Management Experience must include one or more of the following areas:
1. Coordination and implementation of emergency management and disaster preparedness programs.
2. Preparation or modification of disaster plans.
3. Preparation, modification, presentation of disaster educational training and/or exercises.
4. Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.
5. Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.
6. Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional Planning.

Duties Description
Duties may include but are not limited to the following:
  • Supervise Watch Center Staff in the discharge of their duties to promote individual and team development including, maintain situational awareness, manage, and compile information from various sources, and disseminate information in a concise and professional manner to decision makers.
  • Perform the full range of supervisory duties including processing timecards, approving leave requests, conducting new hire interviews of potential new hires, and complete performance evaluations for assigned staff.
  • Work in a time-sensitive environment to rapidly assess emerging incidents and manage a team consisting of Watch Center Staff that must vet information to accurately brief agency executives.
  • Develop and regularly conduct training for assigned staff assigned and work with other sections in DHSES/OEM to ensure staff complete their initial and annual trainings.
  • Interact with local, state, and federal government agencies and officials at all levels via telephone, email, and in person.
  • Review and approve planned and unplanned reports for thoroughness and compliance with recognized standards prior to dissemination.
  • Maintain proficiency, conduct regular tests, and schedule maintenance for multiple types of technology and communications equipment including computer hardware and software, two-way radio and satellite communications equipment, and numerous commercial and customized software programs.
  • Maintain a regular, timely, and accurate flow of information with other supervisors, management, and executive staff as necessary.
  • Maintain necessary supply caches, and exercise and prepare equipment needed to operate redundant capabilities at off-site locations.
  • Assist with the development and maintenance of policies and procedures for the New York State Watch Center.
  • Support the emergency functions of the State Emergency Operations Center (SEOC).
  • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
  • Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.

This is a 365-day, 24/7 operation. Shifts will be assigned as follows and will also include weekends:
  • Day Shift from 6:00am to 2:00pm
  • Evening Shift from 2:00pm to 10:00pm
  • Night Shift from 10:00pm to 6:00am

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

Salary : $63,108 - $80,248
