The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbent will support the Disaster Recovery Programs Finance unit. Duties include but are not limited to: • Maintain knowledge of all applicable State and Federal laws, rules and regulations relating to Disaster Recovery Programs and grant administration to include Robert T. Stafford Act, 44 Code of Federal Regulation (CFR), 2 CFR, Federal Emergency Management Agency (FEMA) policy and guidance, Office of General Services procurement policies, Office of the State Comptroller policies, and Division of Budget policies.• Understand the activities of the program area within which they work in order to answer questions and explain or clarify procedures and use independent judgment to make decisions and resolve problems. • Create and maintain spreadsheets relating to the unit functions. This will include entering information, offering basic interpretations of information within, or retrieving information from the documents.• Review unit specific financial forms.• Perform clerical reviews for programs in which there are a large number and variety of transactions, verifications, checks, and computations, and where the written procedures are changed frequently. • Assist with the creation of standard operating procedures, reviews existing procedures and makes recommendations for updates as needed. • May manage permanent, temporary and contractor staff to ensure consistency and quality of program administration and support.• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead State Recovery program representative or in other leadership roles during active disasters.• Travel may be required, 10%. Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.• Perform other duties and special projects as required.*Work schedule may vary based on operational need.

Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as an Office Assistant 3 (Calculations) and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 12 and eligible for transfer under Section 70.1 as appropriate of the Civil Service Law.
