Homeland Security and Emergency Management Agency (HSEMA) mission is to lead the District's effort to prevent, protect against, respond to, and recover from natural and man-made emergencies. HSEMA assumes the continuity of government during and following a major disaster. This is accomplished in partnership with District, federal, regional, and private sector agencies. This position is in the agency’s Readiness and Response Coordination Bureau (RRCB), whose mission is to provide a holistic approach to the District’s crisis/consequence management capabilities by providing an incident management qualification system, ensuring the readiness of the District Emergency Operations Center and District Incident Management Team, ensuring regional interoperable communications, and continuously strengthening our critical partnerships across the District of Columbia.
The incumbent will oversee requirements of key deliverables including developing work breakdown structures or other detailed deliverable-oriented materials as part of project initiation; coordinate resources and provide training and assistance with completing milestones; address and solve barriers/challenges and escalate concerns/issues as necessary. Draft, develop and maintain enterprise-level, District Incident Management System plans, policies, and procedures during steady-state and incident management operations, in accordance with the Comprehensive Preparedness Guide 101’s six-step planning process and the District Emergency Management Framework. Using the Systems Approach to Training model, update design and development of existing courses and new course materials for training courses in accordance with the Homeland Security Exercise Evaluation Program (HSEEP).
Duties and Responsibilities
Plans, develops, and conducts program analyzes of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. Develops, maintains, and monitors projects, and integrated reporting system(s) affecting program(s) throughout the activity. Communicates information to supervisor for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies significant trends and issues. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc, for presentations and briefings.
The incumbent will be responsible for providing feedback to statements of work; initiate purchase requests; coordinate with the Office of Contracting and Procurement to execute contracts; respond to inquiries, such as requests for information. Prepares internal instructions, operating policies, procedures, and guidelines concerning assigned program(s) and recommends required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives. Support programs aligned to the District’s Statewide Interoperable Communications Coordinator (SWIC), including operational communications planning and annual conference support.
Education and Qualifications
This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position.
A college degree in political or social science, homeland security, or any related field desired. A minimum of one (1) year of experience working in a related field is desired. Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency Manager or state-level emergency management certification.

Work Conditions/Environment
The incumbent will generally work in office settings with local travel. The incumbent may be required to work with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.

Tour of Duty: 8:30am - 4:30pm Monday-Friday
Pay Plan, Series and Grade: CS-0343-12 (Grant Funded-13 Month Term Appointment)
Collective Bargaining Unit: This position is a part of the Collective Bargaining Unit (CBU), and you may be required to pay monthly dues.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.
