Engineering Technician II

Homer Electric Association (HEA) is a member-owned electric utility serving the central and southern areas of the Kenai Peninsula in Alaska. We are seeking an Engineering Technician II at our Homer facility. DUTIES AND RESPONSIBILITIES :

  • Performs staking and prepares cost analysis for new single-phase & three-phase line extensions, services, and line relocations. Communicates Association standards and procedures, from the tariff to consumers, as they relate to the consumers' responsibility for acquiring new / rework services of line extensions.
  • Designs distribution lines based on sound engineering practices such as pulling tension and pole loading calculations.
  • Ensures that staking sheets, as-built drawings, and other engineering maps and drawings are created, organized, and stored in accordance with established procedures.
  • Performs and assists in the completion of system inventories, record keeping, file maintenance, and finalization of work orders.
  • Assists GIS / Drafting Technician with research for data input, through the GIS software, and maintaining records for existing maps. Provides field verification to improve data accuracy.
  • Performs and assists in the inspection of distribution lines for compliance with required code clearances from other lines, buildings, and road crossings.
  • Maintains working knowledge of NEC and NESC codes.
  • Must work with or around consumers, keeping members informed of job status.

EDUCATION & EXPERIENCE :

  • Two years of college level surveying education or equivalent experience. A minimum of two years' general utility experience and completion of the Line Design Course or the GDS Hi Line Staking Technician Certification Program, or approved equivalent may substitute for the college level education.
  • Working knowledge of electric utility operations and construction, the NESC, And RUS specifications, is highly preferred at hire and required within 12-months.
  • Two years of related work experience in the Engineering Technician I classification or equivalent, or one year in the Engineering Technician I classification, with demonstrated knowledge of entry level 3-phase primary line design.
  • Two years of field surveying experience or journeyman electrician, lineman or wireman experience may be substituted for the Engineering Technician I experience above.
  • REQUIRED LICENSES, SKILLS & ABILITIES :

  • Must submit a valid Alaska Driver's license and maintain a good driving record.
  • Must possess or be able to obtain a Transportation Worker Identification Credential (TWIC) card.
  • Must have working knowledge of distribution line pulling tension and pole loading calculations in design of such distribution lines. Must be able to produce designs based on the technical calculations.
  • Ability to identify property corners and a strong understanding of easements, right-of way, and surveying techniques for route selection of line extensions, relocations, and services.
  • Ability to proficiently operate drafting software (i.e., AUTOCAD, GIS, UAI), levels, GPS and surveying equipment as required.
