The Dispatch Operations Manager directs the daily operations and activities of the City's 9-1-1 Dispatch Communication hub for Police, Fire, and Public Safety. This includes monitoring police radio and law enforcement databases, overseeing law enforcement response technologies, and supervising and leading assigned personnel. This position requires that they maintain effective working relationships with other divisions of the Police Department, as well as other departments to evaluate, implement, and maintain new technological advancements that improve emergency response, communication, and safety. The duties of this position are performed in a fast paced, high stress work environment.  The hiring salary range for this full-time exempt position is $75,000-$90,000 (DOQ).

Position Responsibilities

Operations.  Oversee, manage, and monitor the daily operations of the City's Dispatch Communication Center.  Monitor police radio, Computer Aided Dispatch system, and other law enforcement databases and computer information systems for performance activity. 

Supervisory & Coaching.  Supervise and manage assigned personnel to ensure goals and objectives of the department are successfully completed.  Monitor performance and counsel subordinates to ensure compliance with procedures.  Prepare and review performance evaluation ratings.  Provide second-level oversight of performance assessments completed by Lead Dispatch supervisors.

Leadership.  Assist in the selection of Communications Unit personnel.  Train, motivate, and evaluate personnel, coordinate staff training, and coach staff when appropriate. Ensure on-the-spot corrections of policy/procedure violations.

Technology & Equipment.  Oversee the usage of emerging law enforcement response technologies to include automated license plate readers, traffic camera networks, and other technologies related to real time crime information gathering.  Ensure communication equipment, including police radios and 911 phones, are functioning properly and that equipment maintenance and/or repair is performed in a timely and cost-effective manner.  Assist with the administration of the Computer Aided Dispatch (CAD) system and other technology/information system related programs.

Administration.  On-board and off-board employees from criminal justice systems as necessary.  Review scheduling assignments to ensure a 24/7 operation is adequately staffed.  Oversee completion and approval of payroll entries in UKG time management system.  Prepare staff studies.

Communication.  Attend appropriate staff meetings. Act as a liaison and manage resources with other City departments, as well as outside agencies.  Serve on designated task forces and/or Committees.  Serve as the liaison for the City's participation in the county's radio system.  Assigned as the primary or alternate Terminal Agency Coordinator (TAC) and/or Local Agency Security Officer (LASO).

Budget & Purchasing.  Makes valid budgetary and efficient fiscal change recommendations, to include monitoring of overtime use, training time, equipment etc.

Policy & Procedure.  Critically analyze operating procedures on a frequent basis. Suggest appropriate changes to current policies and/or procedures based upon observation and evaluation to the Command Staff including suggestions, and recommendations for innovative initiatives as well as Unit efficiency.

Customer Information & Support.  Effectively address citizen inquiries or complaints and direct the individual to available resources or meet with them when appropriate.

Minimum Qualifications

  • High school diploma or the equivalent is required, with some college preferred.
  • Three (3) years of experience in public safety dispatching and/or communications systems, EMS, Fire, or Law Enforcement.
  • Two (2) years of increasingly responsible experience in a supervisory public safety role.

Work Schedule

This full time position works 40 hours per week during normal office hours, Monday through Friday. This position occasionally requires attendance at early morning meetings and evening/weekend employee activities.   Must be available for emergency call-in on weekends, holidays, and after-hours to support mission-critical 24/7/365 operations.
