JOB TITLE: Executive Director of Human Resources
REPORTS TO: Chief Talent Officer
JOB GOAL: To plan, coordinate, and supervise the District’s Human Resources operations to enhance the morale of school district personnel, promote the overall efficiency of the school district, and maximize the educational opportunities and benefits available to each child
MINIMUM QUALIFICATIONS:
Master’s degree in educational administration or Human Resources Management
Five (5) years of successful administrative experience preferred
Knowledge of federal, state, and local laws, regulations, statutes, rules, and policies impacting human resources within a K-12 education environment
Excellent organizational, time-management, and problem-solving skills
Ability to work effectively in a team environment
Strong interpersonal skills, including oral and written communication skills
Ability to establish credibility with numerous constituents and be comfortable and effective working with all levels of an organization
Ability to proficiently use current technology to communicate, to manage data, and to produce/submit required reports, correspondence, and/or financial information
Excellent oral and written communication skills
Ability to deal with confidential and sensitive information in a professional manner

DUTIES AND RESPONSIBILITIES:
Demonstrates support for the school system and its vision, mission, goals, and priorities
Plans and directs all HR functions for the District; develops, recommends, and implements HR-related programs, policies, and procedures
Provides the leadership and enthusiasm needed to motivate school personnel to strive for and attain high standards of excellence in meeting the needs of students
Supervises the planning, directing, and coordination of the recruitment and hiring of all new personnel
Keeps principals and supervisors fully informed concerning school district matters related to human resources; works to achieve good communication with all administrators and staff; assists in obtaining timely information from schools required for publications and other communications or for data to support decision-making
Oversees all activities of the human resources department, including maintenance of personnel files, new hire onboarding, on-the-job injuries, employee drug testing, responding to surveys and requests for information, coordination with the payroll department, and other related functions
Assists the Chief Talent Officer in the recruitment, selection, and supervision of principals and other administrative/supervisory staff as requested
Coordinates activities related to the recruitment, selection, assignment, supervision, and evaluation of building personnel
Reviews supervisor recommendations for employment and other personnel actions and makes recommendations regarding the placement of personnel on the District's salary schedule
Collaborates with certification personnel for salary placements and adjustments
Follows applicable posting laws and coordinates the preparation and review of all job descriptions for district personnel
Assists principals and supervisors with the evaluation of all personnel, collecting and filing of professional development records for certification renewal, and analyzing effective use of professional leave of all employees
Serves as an Equal Employment Opportunity Commission (EEOC) compliance coordinator
Administers the District's policies related to personnel, including grievance procedures; assists in decision-making related to personnel actions subject to School Board/Superintendent ratification
Coordinates the implementation of the Employee Assistance Program
Assists with the management of the substitutes program
Assists the Chief Talent Officer with the District’s staffing profile based on the personnel needs of each school and/or program and annual staffing plan
Analyzes leave requests and Family Medical Leave Act (FMLA) eligibility
Analyzes employee attendance and compliance with District policies and procedures
Collaborates with the School Board attorney on legal matters relating to personnel issues
Supports the Chief Talent Officer in administrative efforts and strategic planning; interprets the Superintendent’s ideas and decisions to staff and public; keeps the Chief Talent Officer informed of pertinent developments and events; seeks the Chief Talent Officer’s counsel or decision as necessary
Adheres to local Board policies, administrative procedures, and other like directives, as well as state, federal, and local laws
Performs other job-related duties as assigned by Supervisor(s)
