Program(s) and Location: Administration (Sacramento, CA)
Schedule: Full-time, Exempt, Monday-Friday 8:00am to 5:00pm
Pay rate: $2,948.52 semi-monthly ($70,764 annually)

Position Description:
The Human Resources Manager is responsible for performing a variety of confidential, professional level administrative, analytical and technical support in all facets of human resources. The Human Resource Manager will lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering benefits, and leaves, and enforcing company policies and practices.
ESSENTIAL DUTIES and RESPONSIBILITIES: include the following. Other duties may be assigned.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Oversee all functions related to the Agency’s automated Human Resources Information System (HRIS) database, as well as maintenance of all personnel functions, including employee personnel files, hiring, advertisements, recruitment tracking, interviewing, new hire/benefit orientations, terminations, training, reports, etc. Implementation of updated platforms as needed.
- Oversee onboarding and off-boarding of all staff, ensuring all new hires/terminations receive and/or complete all necessary documentation.
- Prepare annual contracts for Independent Contractors.
- Act as the initial point of contact, assisting employees with all Human Resources related items.
- Serve as a resource to managers and employees relating to all Agency leaves of absence, State Disability Insurance (SDI), Paid Family Leave Insurance (PFLI) benefits, and personnel policies and procedures, Wage and Hour laws, Employment laws, Benefits, Policies, Worker’s Compensation, Leaves, etc.
- Assist Program Directors with the Development of new and revised Job Descriptions.
- Prepare required Federal and/or California State, as well as special reports for governmental agencies (EEOC, Vets 4212 DFEH, OSHA 300, Medicare, etc.) Agency funding sources/contracts, and/or insurance carriers.
- Attend various Human Resources functions and legal seminars (Sacramento Employers Advisory Council, non-profit HR Roundtable, etc.) to gain knowledge and updates regarding personnel issues and laws.
- Act as Custodian of Records (COR) in processing the results of employee records with the Federal Bureau of Investigation (FBI) and Department of Justice (DOJ). Report questionable results to the Leadership Team.
- Act as a designated Mandated Reporter for the observed or suspected abuse and/or neglect of children, disabled individuals, dependent adults and elder/senior citizens. Mandated Reporter also includes “Duty to Warn” which includes the responsibility to notify authorities and the intended victim(s) of physical harm.
- Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the Agency HIPAA Manual.

Supervisory Responsibilities: Directly supervises the Human Resources Coordinator, the Benefits and Leaves Coordinator and the Recruitment Coordinator. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or Experience:
- Bachelor’s Degree in Human Resources (preferred)
- In depth, working knowledge of federal and California State employment laws and practices, especially with ERISA, COBRA, FSLA, DLSE, and wage and hour laws
- Minimum of three years of progressively responsible experience in employee benefits, personnel management systems, payroll and human resources
- Minimum of three years of experience with Human Resources Information Systems (HRIS), and/or database systems
- Minimum three years payroll experience
- Experience with ADP HRIS is highly desirable
- Two years proven track record in HR management
- health services or a family member of a mental health consumer is desirable.
Certificates, Licenses, Registrations:
- Possess a valid California Driver’s License and current vehicle insurance. Driving record must meet, and continue to meet, the underwriting standards established by the generalized driving guidelines used by our insurance broker.
- Must provide proof of insurance.
- Must have at least 3 or more years of driving experience.
Other Skills, Abilities, and Job Requirements:
- Ability to pass clearance of various agencies including but not limited to, the Department of Justice, the Federal Bureau of Investigation, the Department of Motor Vehicles, a third-party consumer reporting agency, and, perhaps, other agencies.
- Consumer of mental health services or a family member of a mental health consumer desirable.
