Title: Program Manager – Mobility Volunteer Transportation
Location: Redmond, WA (but also flex to work in Shoreline or Carnation)
Work schedule: Full Time, 40 hours/week, Hybrid schedule with at least 50% out in community and team meetings. Daily schedule: Mon-Fri; can start anytime between 7am to 9am, or 8:30am-5:00pm (evening and weekends around 5-10x a year) Mileage reimbursement available.

Hopelink's Mobility Management team empowers people to change their lives by facilitating access to the community. We do this by (1) providing travel education and resources to build awareness of existing transportation options; (2) supporting the coordination of specialized transportation through cross-sector collaborations; and (3) gathering data and needs assessment to recommend and implement improved services. We work to make it easier for all people to get around King County through innovative, collaborative problem solving.


This position manages Mobility Management's volunteer transportation programming, specifically the administration of the Community Van program in contract with King County Metro. The Program Manager advocates for those who need transportation, facilitates discussion, teaches, connects, and partners with organizations to champion transportation solutions. The ideal candidate will be resourceful, self motivated, and possess an enterprising spirit and passion for making an impact in the local community.

  • 2 years of project or program management experience, demonstrating leadership, problem solving, a vision for the big picture strategy, and an ability to take initiative to drive projects.
  • Collaboration with King County Metro partnership requires professional and organizational communication skills.
  • Previous supervisory or leadership experience required. Strong planning and organizational skills.
  • Experience recruiting, training, and retaining volunteers.
  • Knowledge of passenger transportation services in King County and Puget Sound, including human service transportation.
  • Experience working with diverse communities, preferably low-income, older adults, people with disabilities, immigrants, refugees, youth, and/or veterans.
  • Experience with Mailchimp, O365 Suite.
  • AA or BA degree or equivalent combination of education, training, and work experience in a related field (such as public administration, transportation, urban planning, social services, or communications) and/or military service.
  • Exceptional verbal, written, and presentation skills required with the ability to communicate effectively, with contractors, other employees, and outside agencies using tact, courtesy, and good judgment.
  • Strong leadership skills with a talent for building professional relationships and the ability to work collaboratively on projects.

Examples of what you will be doing:

  • Manages the Community Van program by providing overall leadership and strategic planning. Identifies growth and partnership opportunities, develops team goals, and oversees ongoing project management deliverables. Currently, this role manages the Snoqualmie Valley, Shoreline/Lake Forest Park, Redmond, Sammamish, and Tukwila Community Van programs.
  • Manages Mobility team staff. Provides direction and leadership, prioritizes individual goals, hires and trains, resolves performance issues, and supports staff with professional development opportunities. Ensures staff is engaged and meeting work plan goals, deadlines, and performance metrics.
  • Develops and implements clear strategy for program goals, such as outreach and marketing, social media, volunteer recruitment and recognition efforts, and team professional development.
  • Develops, implements, and evaluates strategic plan for outreach events to promote the Community Van, increase ridership, and increase volunteer base. Supports and attends outreach events. This may include evening and weekend events.
  • Develops marketing strategy to leverage existing communication channels to promote transportation options, i.e., organizational social media such as Facebook, Instagram, newsletter(s), and organizational website(s). Develops distribution lists.
  • Reviews and analyzes Community Van program in contract with King County Metro metrics and client and volunteer feedback to inform strategic plan; evaluates activities and determines the effectiveness in accomplishing objectives; recommends changes and improvements as needed.
  • Leads staff to ensure quality and maintenance of current operations, including trip coordination, client communications, reporting, and vehicle maintenance and cleanliness. Provides coverage and guidance when necessary to maintain current operations of program.
  • Collaborates with the Mobility Management team and in coordination with King County Metro to serve as a subject-matter expert and integrate volunteer transportation opportunities into our projects and programming.
  • In partnership with the team, collaborates with varied stakeholders to listen and understand the mobility needs of relevant populations, needs of volunteer transportation programs.

  • Up to 10 paid vacation and sick days annually and 10 paid holidays,
