Leads Workforce Division in close collaboration with other divisions in attainment of organization mission and vision. Develops strategic partnerships with government agencies, other non-profits, educational institutions, and employers to weave service networks that advance equity in vocational training, employment, and basic need opportunities.
Essential Functions
(must be able to perform these functions, with or without a reasonable accommodation).
- Develop, implement, and assess workforce development programs in alignment with community needs that increase access to basic, needs, housing, training, education, and employment opportunities for individuals experiencing barriers to self-sufficiency.
- Ensure that services to program participants comply with all agency policies and procedures, rules and standards of all related Federal, state, and local regulating and accrediting bodies, and grant/contract requirements of funding sources. Report any issues of non-compliance promptly to Chief of Staff/Compliance Officer.
- Review new proposed programs to determine their economic impact on the organization, people served, and the community. Assists in development of funding resources for the sustainability and/or expansion of programs.
- Develops, implements and monitors an effective departmental Impact & Outcome Measurement System utilizing Key Performance Indicators (KPIs), including both participant and program quality outcomes that are in compliance with standards set forth by funders, state entities, certifying agencies, and Goodwill International (GII). Has direct responsibility for ensuring standards are met or exceeded in all Workforce Development areas.
- Oversees and/or completes accurate and timely reports, quality reviews, and audits of the following on a regular basis using defined criteria for quality: departmental outcomes, participant files, quality reviews of online client management and reporting systems, and staff development plans.
- Represent and promote Horizon Goodwill Industries through attendance and involvement in meetings, conferences, inter-agency and community activity. Facilitate coordination and teamwork among staff, partners, and the business community.
- Facilitate effective and positive interdepartmental and interpersonal communications and resolve operating and morale issues.
- Acts as a positive role model for employees in all aspects of professional performance.
- Observes safety procedures and personnel policies and ensures compliance by staff.

- Ability to use general office equipment including computer keyboard by touch.
- Must demonstrate initiative, decision-making skills, and ability to perform tasks with minimal supervision.

- Must be able to contribute to grant writing and management process.
- Must be able to exercise discretion in maintaining confidential information and adhering to standards for protection of Personally Identifying Information and health records.

- Must be able to maintain a positive working relationship with and among employees while motivating them to their best performance.
- Must be able to work a flexible schedule, occasionally including nights and weekends and hours in excess of 40 per week.
- Ability to function in a demanding work environment with occasional periods of high stress.
- Must be able to travel frequently throughout the Mid-Atlantic region, including occasional overnight travel throughout the national Goodwill network.
Education and Experience
- Must have a minimum of five years management experience.
- Demonstrated program development and implementation experience.
- Demonstrated Grants Management and Reporting Experience
- Prior experience in a non-profit environment preferred.
- Must be proficient in computer usage. Must have a valid drivers’ license and be insurable through the agency’s insurance carrier
Salary : $65,000 - $75,000
