The primary role of the Lead Right of Way Agent is to manage ROW projects and ROW agents on those projects and negotiating with landowners and/or their representatives for the acquisition of property rights necessary for transportation infrastructure projects. Day to day tasks include preparation of documents such as right of entry, conveyance easements, purchase and sale agreements, lease agreements, etc. They will be responsible for preparing, maintaining, and updating all physical and electronic files per federal, state, and local laws and regulations related to land acquisition, utility coordination, and land development. Additionally, in this role, the Lead Agent will spend time on business development and marketing in both Utah and other states, for future ROW Projects. An interest in being cross trained between land acquisition, utility coordination, railroad coordination, and public engagement is a plus.
What are the core responsibilities for the role?
- Act as the Lead ROW Agent on multiple projects, coordinating with acquisition and relocation agents, managing the project budget, and marketing for upcoming projects.
- Marketing and business development to bring in additional ROW acquisition projects.
- Establish relationships and maintain contact with landowners and/or their representatives throughout a project's full life cycle.
- Negotiate settlements for the purchase of land rights.
- Work closely with civil engineers, surveyors, municipal clients, attorneys, appraisers, and title companies through a project's full life cycle.
- Perform all records management duties including preparing and maintaining accurate, timely, and complete conveyance documents, QC of agents logs and files.
- Review the accuracy of data entered into spreadsheets or databases to ensure that it is compliant with company policies and procedures.
- Review documents and reports for accuracy in order to determine correctness or incompleteness.
- Perform other related tasks as assigned by supervisor/manager
Strongly Preferred – A minimum of seven years' experience as Lead Agent/Acquisition Agent on UDOT projects negotiating with landowners for the purchase of land rights. Other state DOT experience will count as part of this experience.- Minimum of three years' experience leading multiple projects simultaneously with multiple ROW agents, managing a staff or team of ROW professions along with managing the scheduling and budget for those projects.
- Experience as records specialist with at least 2 years working on records and/or data management systems that include GIS mapping components
- Experience reviewing title reports
Required – Knowledge, experience and an understanding of all applicable state, federal laws and implementing regulations when acquiring property including the Federal Uniform Relocation Act, Utah State Code Section 57-12, Code of Federal Regulations sections 49 CFR Part 24 and 23 CFR Part 710.
Required – Active SR/WA Designation through the International Right of Way Association (IRWA)
Required - Notary Public in the State of Utah or the ability to obtain
Required- Utah Real Estate License
Required -Strong written and verbal communication skills, specifically the ability to read and convey legal descriptions and right of way plans to stakeholders
Required- Proficient knowledge of and ability to use MS Office suite
