What are the responsibilities and job description for the Construction Project Manager position at Housing Authority City of Los Angeles?
Definition: Performs a variety of functions pertaining to the preparation of bid and construction documents; funding applications, revisions and progress reports; and the performance of bidding and contract administration, and construction inspections, in connection with the rehabilitation of existing and/or construction of new public housing.
- Prepares funding applications, revisions, progress reports and closeouts.
- Prepares request for proposal (R.F.P.) documents to obtain the services by outside consultants, including bid advertisements and openings.
- Coordinates, checks and monitors work of outside consultants in connection with the preparation of bid and construction documents and contract administration.
- Prepares bid and construction documents, including drawings and specifications, and ensures full compliance with all applicable codes, Housing and Urban Development Minimum Property and Modernization Standards.
- Reviews bid submittals; investigates bidders' qualifications and prepares recommendations for contract award and submits to Legal Counsel, Housing and Urban Development and the Board of Commissioners.
- Prepares contract documents for execution by contractors and/or consultants, and H.A.C.L.A; assists contractors and/or consultants in obtaining the required permits.
- Conducts periodical on-site inspections of the work to determine compliance with the construction contract documents and verify contractor's progress payment requests.
- Prepares cost estimates and reports to support fund requisitions, construction cost and change orders.
- Performs miscellaneous related duties as assigned.
Minimum Requirements: Any combination of education, training and experience equivalent to: Graduation from an accredited College or University with a degree in Architecture, Engineering, or closely related field and a minimum of four (4) years progressively responsible experience in construction project management of large projects which includes design and drafting, construction specification writing, bidding and contract administration, and construction supervision, and one (1) year of which must have been in the capacity of project manager, job captain or supervisor of design and construction work.
Special Requirement: Must possess a valid California Class C driver's license.

- Pension Plan:
