Position Summary

This is a temporary, part-time position working nights (4:30 p.m. – 12:00 midnight), May through October. The successful candidate will work weekends and holidays. Work is limited to 22.5 hours per week.

The primary purpose of this position is to ensure the safety and security of development residents, staff, and authorized visitors. Responsible for the daily operation of the camera system (approximately 175 Citywatch and HABC CCTV cameras), including monitoring live feed footage, reviewing archived footage, recording, and disseminating pertinent footage of violations, crimes, and other incidents. Security Camera Monitors will liaise between Citi-Watch monitors and police detectives. Monitors will log and report potential violations, illegal activities, and out of service cameras up through their chain of command.

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.


Major Duties

  • Monitors HABC CCTV systems, constantly looking for dangerous situations, illegal activities, and criminals. Assists the security team with surveilling HABC developments using cameras to direct the police or security to monitored locations. Assists the executive team in identifying issues and troubleshooting problems based on the climate at the development.
  • Quickly responds to suspicious activities by issuing appropriate alarms when viewing dangerous activities and when catching perpetrators in action. Informs security chain of command, security staff, uniformed patrol, and/or police of any issues of concerns, criminal activities, or specific behaviors that would adversely affect the residents of the developments or the agency’s interest in the developments. Provides notification to the security team and the proper authorities on incidents that are occurring in the development that need immediate address, such as a security presence, police, or medical intervention.
  • Controls camera positioning and feeds in conjunction with Citi-Watch/investigators/detectives to observe individual sites to address concerns in concert.
  • Monitors all CCTV systems in the development for malfunctions or unauthorized use.
  • Carefully examines and assesses the activity seen on cameras and reviews reports/complaints from the residents. Forwards information to the proper law enforcement official for follow-up.
  • Observes events that are criminal, dangerous, destructive, or otherwise noteworthy and determines if the event should be reported up the chain of command for review and address. This could include illegal activities, crimes, natural and man-made disasters, and outages.
  • Reviews the live-feed cameras for active threats and retrieves archived footage for additional information.
  • Performs other duties as assigned.


Minimum Education, Training and/or Experience

High School Diploma or equivalent is required. One (1) year of experience working in a security operation is required. Previous night and weekend work preferred. A GED or an equivalent combination of education, training, and experience may be considered. Must have working knowledge of PTZ (Pan-Tilt-Zoom) and be able to identify potential safety hazards and security risks. Must be able to observe and inspect sites via video live feed cameras and communicate (orally and in writing) clearly.


Special Requirements

  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's fidelity bond.
  • Must be able to be covered under the Authority's vehicle insurance policy.


Other Requirements

  • You must successfully pass a prescreening investigation, including employment and education verification, and drug screening.
  • All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated prior to the date of hire.
