SUPERVISES: None
WORK SCHEDULE: 40 hrs. a week. Some flexibility is required. Non-Exempt.
SALARY & BENEFITS: Salary range: $19 – 24 per hour, (DOE) with Medical, Dental, and Vision Insurance (employer pays 80% of premium), WA State Pension, twelve paid holidays a year, and the accrual of 8 hours of paid vacation, and 8 hours of paid sick leave a month.

DUTIES AND RESPONSIBILITIES:

On-call position for emergency situations.
Carries agency’s cell phone for work purposes. Must have the phone charged and available while on duty. All agency issued cell phones are equipped with tracking apps for staff safety.
NOTE: Due to the nature of the on-site duties of this position, this position is not eligible for remote teleworking from an employee’s home.
FUNCTION OF POSITION
Primary Responsibilities: The duties and responsibilities of the Site Maintenance include, but are not limited to, the following:
- Will serve as the primary maintenance staff for HAOC’s apartments located in the Omak area.
- Responsible for day-to-day and preventive maintenance, emergency repairs, and grounds care. This may include a wide range of activities, from light plumbing and light electrical work to changing door locks, sealing windows, or bathroom fixtures, replacing appliances or inspecting evidence of infestation.
- Together with the Site Manager, follow up and address tenant work orders at designated sites.
- Perform general plumbing, water, electrical, and HVAC inspections and repairs for multi-family residences
- Perform repairs and installations of kitchen and bathroom fixtures and appliances and replace damaged systems.
- Assist in property updating and remodeling, including general finish work, drywall, painting, and flooring installation.
- May perform general landscaping, including mowing lawns, weeding, yard clean up, snow shoveling, and irrigation system upkeep and repair.
- May perform groundskeeping and light cleaning duties to keep sidewalks and public areas clean and safe.
- Conduct routine inspections and preventive maintenance to ensure that plumbing, electrical, HVAC, and irrigation systems operate correctly.
- Responsible for the cleaning of the laundry room, community room, and office.
- Purchase and transport supplies, parts, and equipment, as necessary.
- Obtain services from outside contractors when repairs require specialized training and licensure.
- Communicates effectively with the Maintenance Technician, Property Manager, and Operations Manager to ensure the timely resolution of maintenance issues
- Log hours worked, track receipts of supplies and parts purchased for maintenance issues, and provide reports to the property manager and accounting department.
- Performs other essential duties and tasks as assigned.
- Travel to HAOC properties as needed.
QUALIFICATIONS:
Mandatory Requirements:
- Possess and maintain a Washington State Driver’s License and evidence of a clean driving record for pre and continued employment (must possess a valid Washington State Driver’s license within 30-days of employment); upon hire must have and maintain car insurance.
- Ability to successfully pass a pre-employment criminal background check;
- Requires broad experience with all phases of basic minor unit, building, and facility repair and maintenance including basic minor unskilled and semi-skilled carpentry, painting, plumbing, and electrical skills;
- Requires knowledge and ability in the consistent and safe use of basic mechanical hand and power tools and equipment such as saws, hammers, screwdrivers, wrenches, mower, paint equipment, pipe wrenches, chain saws, sanders, floor buffers, power washers, etc.
- Must be experienced at, and capable of, performing outside landscaping functions and operating related hand and power equipment such as mowers, rakes, shovels, weed-eaters, lawn and garden sprayers, snow removal equipment, etc. under all kinds of weather conditions including exposure to heat, wind, dust, snow, and cold;
- Individual must be capable of performing the above-described functions under a variety of circumstances involving heavy lifting of machinery, furniture and/or appliances, and supplies (up to 80 pounds) with only the use of hand truck or with the assistance of another employee. Material may be lifted from two to four feet and carried for up to twenty yards;
- Must be able to climb stairs and step ladders;
- The work includes exposure to harsh cleaners and abrasive cleaning products and the use of hazardous chemicals such as pesticides and herbicides requiring the knowledge of proper safety procedures in the use of such chemicals;
- Must be capable of being accessible for continuous 24-hour on-call status in the event of after-hour maintenance emergency repairs;
- Ability to organize and establish priorities for work with courteousness, compassion, and tactful manner;
- Work with little supervision; be self-directed and able to meet internal deadlines.

- Familiar with basic computer applications such as Microsoft Word and Microsoft Excel.

PHYSICAL/EQUIPMENT REQUIREMENTS:
- Must be able to operate a variety of tools
- Must be able to move or carry office objects or materials such as files, reports, and laptops.
- Ability to physically inspect the properties in their entirety to include the use of stairs, elevators, doors, locks, and windows.
- Ability to withstand area weather conditions and serve on-call, as scheduled, or as necessary (an agency cell phone will be provided).
- Ability to respond effectively to dissatisfied clients and community members.
HAZARDS:
· Winter travel includes mountain passes.
· Occasional work in unsanitary or infested units.
WORKING CONDITIONS:
· Physical: Duties are performed in an inside and outside environment, as required performing physical activity for the position requiring the ability to go in out of all types of buildings (i.e., hallways, stairs, elevators, crawl spaces, etc.). Ability to lawfully operate a company vehicle is mandatory for the performance of the job duties.
· Mental: Ability to work accurately and promptly performing physical work functions. Capable of working closely and cooperatively with supervisor, maintenance tech, Executive Director, other management staff, co-workers, clients, general public, public and government officials. It is expected and required for the individual to work independently and with little supervision. Position also requires open, active, and positive communication with co-workers, management, and executive staff.
LICENSES AND OTHER REQUIREMENTS:
Valid Washington State driver’s license with a fully insurable driving record and the ability to operate and drive a motor vehicle, CPR and first aid certification within six (6) months on the job.
TERMS OF EMPLOYMENT:
· Employment with the Housing Authority is “At-Will” which means an employee can be terminated at any time with or without cause.
· A pre-employment background check will be conducted. An acceptable driving record must be provided to the Housing Authority before the commencement of employment.
· HAOC participates in the E-Verify systems for eligibility to work in the USA.
· The Housing Authority of Okanogan County is a drug-free/alcohol-free agency. Zero tolerance and immediate termination could result if staff shows up at the work site under the influence of drugs or alcohol.
· Must be willing to travel to client’s homes to conduct initial and annual re-certification inspections.
· Employment performance evaluations will be conducted after one month, six months, and the first anniversary, then yearly
